*1 Election of Chairman and Vice Chairman

It was MOVED by Councillor Moulding, SECONDED by Councillor Knight and RESOLVED that Councillor Stuart Hughes be elected Chairman for the ensuing year.

It was MOVED by Councillor Hughes, SECONDED by Councillor Knight and RESOLVED that Councillor Moulding be elected Vice Chairman for the ensuing year.

RESOLVED that the Minutes of the meeting held on 26 March 2012 be signed as a correct record.

*3 Sidmouth College to the Byes: Proposed Walking and Cycling Link

The Committee considered the report of the Head of Highways and Traffic Management (HTM/12/39 - text only | pdf HTM/12/39) on a proposal for a shared use path linking the College to The Byes. The route would form part of a wider network of cycle routes with the completion of the proposed link to Sidbury for which Local Transport Plan funding had been allocated over the next 3 year period. It would enable students living in Sidbury to cycle or walk safely to the college.

It was MOVED by Councillor S Hughes, SECONDED by Councillor Knight and

RESOLVED that the scheme be approved at an estimated cost of 50,000.

*4 Axmouth Village, Improved Pedestrian Facilities

The Neighbourhood Highway Manager reported on on-going negotiations with Axmouth Parish Council and local members on proposals for improved pedestrian facilities, finance for which had been allocated under the Local Transport Plan. Recent proposals had been subject to safety and environmental audits.

Discussions had taken place with the Parish Council and the plans had been agreed, however data needed to be collected on speed through the village for the adjudication of safety audit. A report would then be presented to the Committee for approval.

*5 Yawl Hill Lane Speed Restrictions

In accordance with Standing Order 23(2), Councillor Knight asked that the Committee consider the current speed limit on Yawl Hill between Hunters Lodge and Uplyme as this stretch of road was used as a rat run and vehicles travelled at inappropriate speeds. The Neighbourhood Highway Manager reported to the committee that there were sufficient properties (20 properties within 600m) to warrant introduction of a community speed limit but that it was subject to funding being available.

Councillor Knight agreed to look into funding which would be in the region of 3000 for the scheme implementation if the work was carried out by County Council Staff when resources allow, or 5000 if carried out by a consultant in a shorter timescale.

*6 Stoney Lane Footway Axminster

The Neighbourhood Highway Manager reported to the Committee on developments to the proposal for a footpath between the Community College and the Primary School in Axminster. Complications had arisen with the planning application, including the possible protection of two trees and the objection to the height of the proposed fence. Costs had been raised due to the extra work, but approval was sought for the scheme at a cost of 55,000 total, 40,000 from the Transport Plan, 15,000 from the 106 agreement and the advertising of a raised table and speed cushions.

Councillor Knight asked that raised tables were considered instead of speed cushions and Councillor Channon agreed that in an area where livestock was frequently moved, that speed cushions were a difficulty.

It was MOVED by Councillor S Hughes, SECONDED by Councillor Knight and

RESOLVED that approval be given for advertising the speed cushions or preferably raised tables and that the scheme be approved for implementation subject to any alterations required for planning approval being agreed with the Chairman and Local Member.
