*25 Minutes

RESOLVED that the minutes of the meeting held on 31 October 2011be signed as a correct record.

*26 Devon and Torbay Local Transport Plan 2011 to 2026: Proposed Programme 2012/13 to 2014/15 for Devon

The Committee considered the joint report of the Head of Planning, Transportation and Environment, and Head of Highways and Traffic Management (PTE/12/23 - text only | pdf PTE/12/23) on the proposed programme for the Local Transport Plan Integrated Transport Block and corporate funding over the next three years in the East Devon area.

The report outlined the allocations for East Devon relating to Highway Structural Maintenance, Bridge Assessment and Strengthening, Casualty Reduction; and Market and Coastal Towns Rural Foundation programme local schemes. The allocations for all HATOC areas had been agreed by the Cabinet at its meeting on 14 December 2011, report (PTE/11/36 - text only | pdf PTE/11/36) refers.

Members discussion points with the Neighbourhood Highway Managers included:

local member for the Seaton, in regard to the Colyford Road - pedestrian crossing point to access the Stop Line way scheme, asked for further consideration of buff colouring to highlight the crossing point. This would be investigated by the officers

design work on the Dinan Way link in Exmouth would be progressed but delivery of the scheme would be subject to funding from any associated proposed new development in the vicinity and the prospects and level of such funding remained doubtful at this stage

at the local member s request a review of highway structural maintenance at the Knowle roundabout (which was not part of the HSM programme for A roads). This would be investigated by the officers

the budget for Aids to Movement for provision of dropped kerbs etc. to facilitate movement for people with mobility difficulties. Members view was that further consideration could be given to provision at the planning stage of new developments to avoid retrospective works

the national standards and regulations relating to the size of kerbs

the complex geo-technical and ecological work required in respect of the Sidbury Hill HSM scheme programmed for 2013/14

details of schemes in the Bridge Strengthening programme would be provided to local Members by officers

issues relating to enforcement by Civil Enforcement Officers of inappropriate parking on footways (causing partial obstructions) and on double yellow lines of an evening. The Chairman referred to the practice in some areas where a problematic area would be targeted by CEOs outside of their usual working hours

the need for a high level review by the County Council and District of the level and potential likely funding shortfall of development support for infra structure work and facilities relating to school places, highway improvements and safety and other services.

It was MOVED by Councillor Giles, SECONDED by Councillor S Hughes and

RESOLVED

(a) that the funding provisions included in report PTE/11/36 - text only | pdf PTE/11/36 (Devon and Torbay Local transport Plan 2011 to 2026: Proposed Programme 2012/13 to 2014/15) agreed by Cabinet on 14 December 2011 be noted;

(b) that a report be submitted to the next meeting on issues relating to enforcement by Civil Enforcement Officers of inappropriate parking on footways (causing partial obstructions), and double yellow lines outside the normal working day;

(c) that the Cabinet be requested to give consideration to the need for a high level review by the County Council and District Councils of the potential funding shortfall arising from significant proposed residential and other developments for infra structure work and facilities relating to school places, highway improvements and safety and other public services.

*27 Speed Limit, A3052 Sidmouth Road, Clyst St. Mary

The Committee considered the report of the Head of Highways and Traffic Management (HTM/12/22 - text only | pdf HTM/12/22) on a proposal by the local member and supported by another member at the meeting to further consideration to lowering the speed limit on the A3052 in the vicinity of the Cat Fiddle residential park. It was noted that the Cabinet on 15 December 2010 had resolved that there should be no change to the existing 50 mph speed limit on the A3052 in this vicinity or on the route to Goosemoor, Newton Poppleford. The report detailed crash data and the contributory factors leading to the incidents none of which related to excessive speeding and the views of the police which confirmed that the existing speed limit was in accordance with policy and there was insufficient volume of speed related collisions which would warrant a change of the speed limit.

It was MOVED by Councillor S Hughes, SECONDED by Councillor Knight and

RESOLVED that the Chairman, Vice Chairman and local members hold a site visit to assess whether other measures could address the problems at Cat and Fiddle , in the absence of any change to the speed limit.

*28 Axmouth Village, Improved Pedestrian Facilities

(Councillor Rapley Chairman of Axmouth Parish Council attended and spoke to this item at the invitation of the Committee)

The Head of Highways and Traffic Management reported on on-going negotiations with Axmouth Town Council and local members on proposals for improved pedestrian facilities, finance for which had been allocated under the Local Transport Plan. Recent proposals had been subject to safety and environmental audits. As a result further discussion was required with the Parish Council on the available options, involving the safety and environmental auditors. A report would be submitted to the next meeting on progress and details of any agreed proposals for approval by the Committee.

*29 Actions Taken Under Delegated Powers

The Committee received and noted the report of the Head of Highways and Traffic Management (HTM/12/23 - text only | pdf HTM/12/23) on actions on advertised traffic orders others relating to the Local Transport Plan
