RESOLVED that the minutes of the meeting held on 11 February 2015 be approved as a correct record.

34 People s Services: Appointment of (i) Head of Children s Social Work Service Child Protection (Minute 31/11 February 2015) and (ii) Head of Adult Social Care (Minute 15/10 April 2013)

The Committee considered the report of the Head of Services for Communities (SC/15/8 - text only | pdf | supplementary information SC/15/8) on the process for the appointment on a permanent basis of the above posts and in particular on the justification of and process for the appointment of a replacement Head of Adult s Social Care, including the proposed Job Description and conditions of service and interim arrangements, in light of the forthcoming departure of the present incumbent.

It was necessary to take steps now to start the process in relation to the Head of Adult Care Services to provide continuity and stability to the senior management structure at a time of significant service change (e.g. Care Act 2014).

It was MOVED by Councillor Clatworthy, SECONDED by Councillor Parsons, and

RESOLVED

(a) that the process for the re-advertisement and selection of the substantive post of Head of Children s Social Work Service Child Protection as previously approved and authorised (Minute 25/12 November 2014 refers) be noted;

(b) that in accordance with paragraph 4 of the Pay Policy Statement for 2015/16 and the Chief Officer Employment Rules, the County Council be recommended to endorse the appointment of Head of Adult Social Care on Grade L3 ( 95,000), with a market supplement for a period of 5 years, subject to the total remuneration package not exceeding 105,000 per annum;

(c) that the Head of Services for Communities take all necessary steps to secure suitable candidates for both of the above mentioned posts in line with the proposed timetable set out in Report SC/15/8 - text only | pdf | supplementary information SC/15/8;

(d) that, pending an appointment to the substantive post of Head of Adult Social Care, approval be also given to the interim arrangements outlined in Report SC/15/8 - text only | pdf | supplementary information SC/15/8 whereby the contract of the current temporary Head of Adult Social Care will be extended from 30 September 2015 until 31 March 2016 on existing terms and conditions (Grade L3) with any reduction in hours to be agreed in accordance with para 7 of the Chief Officer Employment Procedure Rules and with any necessary additional temporary support required (paid at the above evaluated rate) being provided by a suitably qualified and experienced person, up to a maximum of 3 days per week in each instance;

(e) that, as previously agreed and in the event that the above approach does not attract suitable candidates, the Council may seek to redesignate the role(s) as a Director.
