RESOLVED that the minutes of the meeting held on 12 November 2014 be approved as a correct record.

*27 People s Services: Senior Management Structure and Head of Children s Social Work Service and Child Protection

The Head of Services for Communities reported on the process for attracting suitable candidates for the post of Head of Children s Social Work Service and Child Protection) including the advice from the Executive Search company (Gatenby Sanderson) on potentially suitable candidates, the proposed Job Description and conditions of service and on the discharge of responsibilities within the People s Services Senior Management Structure consequent upon the filling of this substantive post.

It was MOVED by Councillor Hart, SECONDED by Councillor Clatworthy, and

RESOLVED

(a) that the Committee re-affirim it s previous advice that, in accordance with paragraph 4.6 of the Pay Policy Statement for 2014/15 and the Chief Officer Employment Rules, the Council should approve the establishment of a substantive post of Head of Children s Social Work Service and Child Protection);

(b) that the proposed Job Description previously circulated and the conditions of service outlined be approved.

*28 Exclusion of the Press and Public

RESOLVED that the press and public be excluded from the meeting for the following item of business under Section 100(A)(4) of the Local Government Act 1972 on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of Schedule 12A of the Act, namely information relating to an individual or likely to reveal the identity of an individual, and in accordance with Section 36 of the Freedom of Information Act 2000 by virtue of the fact that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

29 People s Services: Senior Management Structure and Head of Children s Social Work Service and Child Protection

The Committee interviewed, formally, two candidates for the post of Head of Children s Social Work Service and Child Protection with a view, if possible, to making a recommendation upon an appropriate appointment to the County Council on 19 February 2015.

The interviews having been completed and the suitability of the candidates having been fully discussed and all relevant factors having been considered and taken into account and the Committee then being of the view that the press and public need no longer be excluded from the meeting for final determination of its recommendation to the County Council:

It was MOVED by Councillor Hart, SECONDED by Councillor Clatworthy, and

RESOLVED that the press and public be now readmitted to the meeting.

RESOLVED that the Council be recommended to appoint* Mr V Clark to the post of Head of Children s Social Work Service and Child Protection on Grade L3, with a market supplement for a period of 5 years, subject to the total remuneration package not exceeding 120,000 per annum, with effect from 31 March 2015;
