RESOLVED that the minutes of the meeting held on 11 June 2014 be approved as a correct record.

25 Head of Children s Social Care

The Head of Services for Communities reported on the proposed appointment of and process for a substantive post of Head of Children s Social Care as set out in his Report (HR/14/2) reflecting the current employment market, circulated prior to the meeting in accordance with the principles of Regulation 7(4) of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012.

The Head of Services Report outlined the proposed appointment to this post as a consequence of developments in this area of activity following the OFSTED inspection and outcomes earlier this year, the Peer Review of Children s Safeguarding undertaken during October 2014 and the latest Department of Education Review Meeting earlier that month. It was felt that the time was now right to fill this critical role on a permanent basis and to provide a level of stability to the senior management structure and consolidate the necessary progress required in Children s Safeguarding services.

It was MOVED by Councillor Hart, SECONDED by Councillor McInnes, and

RESOLVED

(a) that in accordance with paragraph 4.6 of the Pay Policy Statement for 2014/15 and the Chief Officer Employment Rules, the County Council be recommended in principle to endorse the appointment of a substantive post of Head of Children s Safeguarding;

(b) that the Committee also recommend the application of a market supplement for a period of 5 years, subject to the appropriate evidence and process resulting in a total remuneration package not exceeding 120,000 per annum;

(c) that the Head of Services for Communities take all necessary steps to pursue suitable candidates within the suggested salary scale and report back to a further meeting on 10 December (on the rising of Cabinet that day, or earlier if possible) on progress and in order to finalise the details of the Job Description, salary package and any other arrangements that might be necessary;

(d) that, in the event that the above approach does not attract a suitable candidate, the Council may seek to redesignate the role as a Director.
