10. Health Wellbeing Scrutiny Committee Work Programme

In accordance with the previous practice, Scrutiny Committees are requested to review the list of forthcoming business (previously circulated) and to determine which items are to be included in the Work Programme. The Work Programme is also available on the Council's website at http://www.devon.gov.uk/scrutiny_programme.htm

The Committee may also wish to review the content of the Cabinet Forward Plan (available at http://new.devon.gov.uk/democracy/how-the-council-works/forward-plan/) to see if there are any specific items therein it might wish to explore further.

11. Information Previously Circulated

Below is a list of information previously circulated for members, since the last meeting, relating to topical Health and Wellbeing developments and including matters which have been or are currently being considered by this Scrutiny Committee:

(a) CQC early inspection of NHS 111 services run by the South Western Ambulance Service NHS Trust on Tuesday 8 and Wednesday 9 March 2016;

(b) NHS Staff Survey 2015: results of the latest national NHS staff survey DPT which was above average for mental health and learning disability trusts in England and up 15% from the last survey;

(c) Devon Partnership NHS Trust: Quality Account for 2015/16, which includes a review of last year's progress and a summary of plans and priorities for the year ahead;

(d) Healthy People - Special Edition - Success Regime Case for Change becoming public;

(e) stakeholder briefing by South Devon and Torbay Clinical Commissioning Group, Consultation Team on the community engagement activity;

(f) Devon Partnerships NHS Trust - Quality Summit statement;

(g) Chief Inspector of Hospitals rating for Royal Devon and Exeter NHS Foundation Trust as Good.

The proceedings of this meeting may be recorded for broadcasting live on the internet via the Democracy Centre on the County Council s website. In addition, anyone wishing to film part or all of the proceedings may do so unless the press and public are excluded for that part of the meeting or there is good reason not to do so, as directed by the Chairman. Any filming must be done as unobtrusively as possible from a single fixed position without the use of any additional lighting; focusing only on those actively participating in the meeting and having regard also to the wishes of any member of the public present who may not wish to be filmed. As a matter of courtesy, anyone wishing to film proceedings is asked to advise the Chairman or the Democratic Services Officer in attendance so that all those present may be made aware that is happening.

Public Participation

Devon s residents may attend and speak at any meeting of a County Council Scrutiny Committee when it is reviewing any specific matter or examining the provision of services or facilities as listed on the agenda for that meeting.

Scrutiny Committees set aside 15 minutes at the beginning of each meeting to allow anyone who has registered to speak on any such item. Speakers are normally allowed 3 minutes each.

Anyone wishing to speak is requested to register in writing with Gerry Rufolo 01392 382299 by 0900 hours on the day before the meeting indicating which item they wish to speak on and giving a brief outline of the issues/ points they wish to make.

Alternatively, any Member of the public may at any time submit their views on any matter to be considered by a Scrutiny Committee at a meeting or included in its work Programme direct to the Chairman or Members of that Committee or via the Democratic Services Scrutiny Secretariat (gerry.rufolo@devon.gov.uk.).
