A meeting of the West Devon Locality (County) Committee will be held on the above date at 2pm (or at the rising of the West Devon HATOC) at West Devon Borough Council Offices, Tavistock to consider the following matters.

PART I OPEN COMMITTEE

1. Apologies for Absence

2. Election of Chairman and Vice-Chairman

In accordance with the Constitution Chairman and Vice-Chairman must be members of the County Council.

3. Minutes of the meeting held on 8 April 2010 (Page 4).

4. Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.

WHAT CAN WE LEARN?

(During this part of the meeting there will be an opportunity for Members to hear from local communities or groups on local issues or consider any questions or feedback received from individual members of the public)

5. Federating Schools in Devon

At the request of Mr Dumpleton this item has been placed on the agenda and Mrs Claire Wessen, Head Teacher of St Rumon's Church of England (VC) Infants School, Tavistock and Mr Tim Jones, Chair of the Tavistock Church Schools Federation Governing Body, have kindly agreed to attend and talk to the Committee about Federating Schools from first hand knowledge.

6. Feedback/Representations

(a) Issues to be raise at the Locality Committee from individual Members serving on other bodies as a representative of the County Council.

(b) Councillor Sellis to report back on the consultation on Maternity Services.

(c) Councillor Sanders to report back on Older People and Mental Health Task Group.

(d) Councillor McInnes to report back on Winter Maintenance Task.

HOW CAN WE HELP?

(During this part of the meeting Members will consider requests for financial support either from Members Locality Budgets or other sources of funding and respond to/advise local Councils and other organisations on the needs of this locality)

7. Tavistock Conservation Area Management Plan

A Conservation Area Character Appraisal and Conservation Area Management Plan for Tavistock have been produced by West Devon Borough Council. The Management Plan provides a framework for actions which although primarily the responsibility of the Borough Council depend on the co-operation and enthusiasm of partners such as Devon County Council for their successful implementation (documents enclosed and numbered separately with agenda)

Mr Bill Horner, Deputy Archaeologist, Tavistock Conservation Area Management Plan, to make a brief presentation and answer Members questions. Members are asked to receive the Management Plan and note its content.

8. West Devon County Committee Locality Budget for Financial Year 2009/10 - Confirmation of Spending Proposals and Spend to Date

Report of the County Community Strategy Officer (CX/10/83 - text onlyCX/10/83) (Page 7).

(This part of the meeting will enable Members to be kept up-to-date with developments in the locality and monitor the provision of services, to help them identify issues that may need to be addressed or upon which representations may need to be made to influence local and national policy making; complementing the work of other relevant bodies such as the County Council s Scrutiny Committees)

Mr Richard Buzzacott, Head of Business Transformation Unit, to report.

10. Member Development Steering Group

Minutes of the meeting held on 19 May 2010 for information (Page 12). An item going to all County Committees.
