RESOLVED that the Minutes of the meetings held on 2 April and 31 July 2009 be signed as correct records.

*4 Community Planning Overview in Devon

The Committee considered a report by the County Community Strategy Officer (CX/09/76 - text only | pdf CX/09/76) providing an overview of the County Council s formal involvement in the work of the West Devon Local Strategic Partnership and related community planning activity (especially in towns and parishes) in the context of the work of the Devon Strategic Partnership and the Devonwide Local Area Agreement.

The West Devon and other Local Strategic Partnerships were responsible for overseeing the development and delivery of a local Sustainable Community Strategy. Other community planning activity involved the preparation of parish plans, action plans developed through the Market and Coastal Towns Initiative and Devon Town Profiles.

The Community Strategy Officer s presentation included a brief induction on the County Committee s roles and responsibilities. Referring to the formal Terms of Reference, he reported that the remit of County Committees had three broad themes: overview of local service delivery; community leadership; and strengthening partnership working.

The Community Strategy Officer and Assistant Community Strategy Officer (West Devon) responded to queries and comments from members on various community projects and initiatives.

It was MOVED by Councillor McInnes, SECONDED by Councillor Sanders and

RESOLVED

(a) that the position regarding Devon County Council involvement in community planning and development work in West Devon be noted;

(b) that the Community Strategy Officer be asked to provide an overview for the Committee of IT based community information projects in West Devon and the wider picture throughout Devon with a view to sharing best practice, avoiding duplication and reducing costs and generally encouraging a more strategic approach to their development.

*5 The Integrated Devon Okehampton Pilot

The Community Strategy Officer reported on progress on the pilot scheme in Okehampton which had been established under the Integrated Devon initiative to test and develop the Community Board concept that had emerged from the recent local government review process. The Community Strategy Officer undertook to circulate further information on the project.

*6 West Devon County Committee Locality Budget for Financial Year 2009/10 - Confirmation of Spending Proposals and Spend to Date

The Committee considered a report by the County Community Strategy Officer (EEC/09/214/HQ - text only | pdf EEC/09/214/HQ) setting out recent Locality Budget spending approvals, a new spending proposal and the budget position at 25 September 2009.

It was MOVED by Councillor McInnes, SECONDED by Councillor Sanders and

RESOLVED

(a) that the spending approvals agreed by the Chairman/Vice-Chairman since the previous meeting as set out in the report be confirmed;

(b) that the current budget position for 2009/10 be noted.

*7 Work Programme

It was agreed that County Committee meetings should be shaped to respond to issues raised by local members as this would enhance the value of meetings. The Community Strategy Officer encouraged members to identify items for discussion and community transport was suggested as an agenda item.

*8 Future Meetings

It was agreed that the next meetings of the HATOC and the County Committee should take place on Wednesday 9 December 2009 (instead of 3 December 2009) and be held in Tavistock (Start times: HATOC - 11.00am, County Committee - 2.00pm).
