*30 Election of Chairman

RESOLVED that Councillor Sanders be elected Chairman for the ensuing year.

*31 Election of Vice-Chairman

RESOLVED that Councillor Sellis be elected Vice-Chairman for the ensuing year.

*32 Minutes

RESOLVED that the minutes of the meeting held on 23 March 2015 be signed as a correct record.

*33 Limehayes Road, Okehampton - Traffic Calming Measures

(Councillor Leech declared a personal interest in this item by virtue of being a resident of Limehayes Road, Okehampton)

The Committee considered the Report of the Head of Highways, Capital Development Waste (HCW/15/47 - text only | pdf HCW/15/47) on options for improving traffic management in Limehayes Road, Okehampton.

Following consultations with local residents, a feasibility study had been undertaken into proposals involving the provision of speed cushions in Limehayes Road, no waiting restrictions on its main junctions and advance weight restriction warning signs on the approaches to Limehayes Road which would be funded by the developer of a site off Crediton Road, Okehampton. The feasibility study had found that, while the waiting restrictions and warning signs would be beneficial, the provision of speed cushions would not be of overriding benefit, taking into account their side effects such as noise generated and the maintenance liability.

Having had regard to the specific factors set out under Section 122 of the Road Traffic Regulation Act, 1984 as detailed in Paragraph 7 - Legal Considerations of the Report, it was MOVED by Councillor Ball, SECONDED by Councillor Sellis and

RESOLVED

(a) that the outcome of the feasibility study be noted and that speed cushions be not provided;

(b) that a Traffic Regulation Order for the implementation of No Waiting at Any Time restrictions as shown on the plan forming Appendix II to the Report and for a length of 10 metres on Limehayes Road and Leaholes Avenue, Okehampton on the north west and south west sides of their junction (to improve visibility) be advertised and, if no substantial objections are received, made and sealed;

(c) that advanced weight restriction warning signs be implemented as shown on the plan forming Appendix III to the Report.

*34 Parking

(a) Parking in Chagford and Moretonhampstead

The Committee received and noted the Report of the Head of Highways, Capital Development Waste (HCW/15/45 - text only | pdf HCW/15/45) on a petition received in March 2015 Traffic Wardens in Chagford and Moretonhampstead objecting to inflexibility towards enforcement.and on the operation of the enforcement service. The Report had also been submitted for information to the Teignbridge HATOC at its meeting on 10 July 2015.

The Report had concluded that the enforcement service provided by the County Council was balanced, fair, proportionate and consistent across the county.

Information regarding the number of penalty notices issued in Chagford and Moretonhampstead during January and February 2014 and the same period in 2015 was circulated at the meeting at the request of Mr D Bennie, the lead petitioner.

Committee members welcomed the Head of Service s invitation to them to accompany parking enforcement officers when on duty and agreed that greater publicity should be given to the County Council s parking enforcement policy and operating procedures and their rationale through press releases and meetings with Chagford and Moretonhampstead Parish Councils.

(b) Petitions/Parking Policy Reviews

There was no current petition for a parking review from a member of the public relating to West Devon.

*35 Action Taken Under Delegated Powers

The Committee received and noted the Report of the Head of Highways, Capital Development Waste (HCW/15/48 - text only | pdf HCW/15/48) setting out action taken under delegated powers on advertised Traffic Regulation Orders since the last meeting.

*36 Future HATOC Meetings - Start Time

RESOLVED that future meetings start at 10.00am instead of 10.30am.
