*38 Election of Chairman and Vice-Chairman

RESOLVED that Councillor Marsh and Councillor Sanders be elected Chairman and Vice-Chairman respectively for the ensuing year.

*39 Minutes

RESOLVED that the minutes of the meeting held on 29 March 2011 be signed as a correct record.

*40 Call Outs for Highway Defects

In accordance with Standing Order 23 Councillor Marsh had asked that the Committee consider the practice for call outs.

The Committee received a report of the Head of Highways and Traffic Management (HTM/12/69 - text only | pdf HTM/12/69) detailing the current practice for call outs for highway defects. Members were advised that consideration was being given to a frequency of clearing every two years for urban areas so that gullies in rural areas might be cleared more frequently. The Head of Highways and Traffic Management also responded to questions in relation to the cost of pothole repairs and funds available for repairing defects.

*41 The Work of Lengthsmen Time Allocated to Parishes

In accordance with Standing Order 23 Councillor Sellis had asked that the Committee be appraised of the current procedures. The Head of Highways and Traffic Management responded and also answered questions on the definition of buddle holes, water runoff onto or away from the highway covered by the Land Drainage Act, the working relationship between Lengthsmen and parish councils and the possible use of TAP funds.

It was MOVED by Councillor Sanders, SECONDED by Councillor Sellis and

RESOLVED that the Lengthsmen issue be drawn to the attention of Councillor S Hughes, Cabinet Member for Highways and Transportation.

*42 Proposed Pedestrian Crossing at Horrabridge across the A386 by Manor Garage

In accordance with Standing Order 23 Councillor Sanders had asked that consideration be given to the Parish Council s suggestion for a pedestrian crossing across the A386. At the invitation of the Committee Mr Roach, Vice-Chairman of Horrabridge Parish Council spoke to this item.

The Head of Highways and Traffic Management reported on the suggestion for a controlled crossing on the A386 near the Graybridge Road junction and responded to questions relating to increased traffic at the crossing location, cost of a traffic survey, effectiveness of warning signs, whether there were any pedestrian casualties, cost of controlled crossings, possible school crossing patrol, size of the traffic island, changes to the local bus service and the likely use of the controlled crossing if it was installed.

It was MOVED by Councillor Sanders, SECONDED by Councillor Sellis and

RESOLVED that officers undertake a traffic survey in the vicinity of the crossing and, with technical assistance the County Council s officers, Horrabridge Parish Council be also invited to carry out a survey of pedestrian movements in the same area and at roughly the same time.

*43 Actions Taken Under Delegated Powers

The Committee received the report of the Head of Highways and Traffic Management (HTM/12/70 - text only | pdf HTM/12/70) on his action in consultation with the Chairman and Local Members in the sealing of the Grenofen 40mph speed limit Traffic Regulation Order.

*44 Dates of Future Meetings

The following meeting dates for next year were noted:

27 March 2013 (Tavistock) starting at 11 am.

4 June 2013 (Okehampton) starting at 11am.

6 November 2013 (Tavistock) starting at 11am.
