*33 Minutes

RESOLVED that the minutes of the meeting held on 17 November 2011 be signed as a correct record.

*34 Urgent Business:

(Items taken under Section 100B(4) of the Local Government Act, 1972)

The Chairman had decided that the Committee should take the following items as a matter of urgency because of the need for Members to be updated on recent developments.

(a) Planning Application for the Creation of a Bridleway Access onto the A3079 at Northcombe Plantation, Bratton Clovelly, West Devon

Councillor McInnes referred to a Development Management Committee site visit on 28 March 2012 attended by Councillor Marsh and himself at which concerns had been raised about the safety implications of the above proposal arising from the high speed of traffic using the A3079 at this location. Councillors McInnes and Marsh asked that further consideration be given to mitigating measures.

The Head of Highways Traffic Management undertook to arrange for the highways issues to be reviewed before the application was considered by the Development Management Committee.

(b) Green Lane at Sydenham Damerel

Councillor Sellis referred to concern expressed by the Sydenham Damerel Parish Council about a situation where a Green Lane in the parish had been surfaced with tarmac.

The Head of Highways Traffic Management replied that the works had been paid for by the owner of a property accessed by the lane and that while there had been no requirement to notify the Parish Council, in future local Parish Councils would be informed of any similar proposals as a matter of courtesy.


*35 Devon and Torbay Local Transport Plan 2011 to 2026: Proposed Programme 2012/13 to 2014/15 for Devon

The Committee considered the joint report of the Head of Planning, Transportation Environment and the Head of Highways Traffic Management (PTE/12/24 - text only | pdf PTE/12/24) summarising the proposed programme for the Local Transport Plan Integrated Transport Block and corporate funding over the next three years in the West Devon area.

The Programme would deliver significant improvements to the transport network in conjunction with other funding sources, contributing to the twin priorities of economic growth and carbon reduction. The total anticipated highway investment in West Devon for 2012/13 was 4,078,000.

The Head of Highways Traffic Management responded to queries and comments from Members on the Programme.

It was MOVED by Councillor Sellis, SECONDED by Councillor Marsh and

RESOLVED that the funding provisions included in Report PTE/11/36 - text only | pdf PTE/11/36 (Devon and Torbay Local Transport Plan 2011 to 2026: Proposed Programme 2012/13 to 2014/15) agreed by Cabinet on 14 December 2011 be noted.

*36 Actions Taken Under Delegated Powers

The Committee received and noted the report of the Head of Highways Traffic Management (HTM/12/24 - text only | pdf HTM/12/24) detailing the actions taken under delegated powers since the last meeting in consultation with the Chairman and local members.

*37 Dates of Future Meetings

The Committee noted the dates of the following meetings:

14 June 2012 (Tavistock), 22 November 2012 and 27 March 2013.

Meetings to start at 11.00am and alternate between Kilworthy House, Tavistock and Town Council Offices, Okehampton.
