RESOLVED that the minutes of the meeting held on 16 July 2010 be signed as a correct record.

*23 Whitchurch Road and Traffic Leading to the Rural Gateway

In accordance with Standing Order 23(2) Councillor Sellis had asked that this item be placed on the agenda. The paper drafted by local residents (the Whitchurch Road Group - WRG) was considered by the Committee. The paper outlined the background to concerns about speeding and road traffic incidents on this stretch of road, the local parish meetings and public meetings which had taken place and the subsequent actions taken by the WRG. The paper concluded with a list of 10 outline proposals for consideration by the HATOC. Mr John Halliday, Chief Assistant Engineer (South), spoke in response to the paper and addressed each of the proposals individually. Mr Halliday agreed to take the following action:-

(a) Explore the possibility of altering the pavement in the vicinity of Market Inn (Proposal 2)

(b) Speak to bus operators about whether the overhanging hedge/trees along the road were a problem (Proposal 4)

(c) install 30mph repeater signs at the Gateway (Proposal 6)

(d) Investigate whether landowners should be served with a hedge trimming order (Proposal 7)

(e) Liaise with the WRG and undertake urgent remedial works to the road surface at the bend at Sortridge and install an adverse camber sign (to be paid for from Cllr Sellis locality Budget) (Proposal 9)

Councillor Sellis also agreed to arrange a meeting between the Police, the WRG and herself to discuss the type of accidents and incidents which the Police monitor for their records. Representatives of the Whitchurch Road Group thanked the Committee and officers for being responsive to their concerns.

*24 Devon and Torbay Local Transport Plan 2011-2026: Implementation Plan for Devon and Proposed 2011/12 Programme

The Committee noted the report of the Area Engineer (North) (EEC/11/66/HQ - text only | pdf EEC/11/66/HQ), subject to the correction advised by the Chief Assistant Engineer (South) removing one Highway Structural Maintenance scheme erroneously included from the South Hams area, outlining which outlines the proposed programme for the first year of the statutory Local Transport Plan LTP3 for Devon Torbay 2011 - 2016 in accordance with the local transport capital settlement announced by Government on 13 December 2010. The proposed programme was approved at the Cabinet meeting on 9 March 2011. Members also received a presentation on the Plan from Mr Lewis Ward, Transport Planning Officer, on the key points of the plan, the partners and funding context, capital programmes and other potential funding sources. It was agreed that Members receive an email copy of the presentation for information.

Councillor Sellis expressed concern regarding the Core Strategy proposed by West Devon Borough Council and would be pointing out to officers that the highway and transportation infrastructure was not adequate to cope with the increased traffic. Councillor Marsh also expressed concerns about infrastructure in relation to additional housing in Okehampton.

The Committee noted that the next meeting would be held at 11am on 14 July 2011 at Okehampton Town Council.

Further meetings would be held on 17 November 2011 (Tavistock) and 29 March 2012 (Okehampton) also at 11am.
