*11 Minutes

RESOLVED that the minutes of the meeting held on 5 October 2009 be signed as a correct record.

*12 Devon on the Move , Devon Local Transport Plan (DLTP): Proposed Programme for 2010/11

The Committee considered the report of the Area Engineers (North) (South) (EEC/10/77/HQ - text only | pdf EEC/10/77/HQ) outlining the proposed programme for the fifth year of Devon on the Move , the statutory Local Transport Plan for Devon, for 2006-2011 in accordance with the local transport capital settlement for Devon, announced by Government on 27 November 2007.

Members discussed schemes in relation to Chagford cattle grids, Hatherleigh wig wags, Tavistock drop kerbs and bus shelter, Horrabridge bus shelter, Chagford bus shelter (and its location) and the recent Government allocation to local government for pot hole repairs.

It was MOVED by Councillor Marsh, SECONDED by Councillor McInnes and

RESOLVED

(a) that the funding provisions which have been recommended to Cabinet in report EEC/10/43/HQ - text only | pdf EEC/10/43/HQ ( Devon on the Move Devon Local Transport Plan Proposed Programme for 2010/11), as described in Sections 1 to 3 of this report be noted;

(b) that this Committee approves the local allocations for the West Devon HATOC area, as listed in the table in Section 5 of this report.

*13 A Boards and other Advertising within the Highway

The Committee considered the report of the Area Engineers (North) (South) (EEC/10/78/HQ - text only | pdf EEC/10/78/HQ) outlining the current countywide policy and the reasons for its adoption. Members noted the responses to the report by Teignbridge, North Devon and Torridge HATOCs and commented on the problems associated with A Boards in Okehampton and Tavistock and the need to adopt a common sense approach.

It was MOVED by Councillor McInnes, SECONDED by Councillor Sellis and

RESOLVED that the existing policy in relation to A Boards and other advertising and displays within the highway be endorsed, subject to the reduction in minimum remaining unobstructed width of footway to 1.5 metres and some discretion and common sense being used, and informs the Environment, Economy and Culture Scrutiny Committee accordingly.

*14 C474 Whitchurch Road, Tavistock

(Mrs Spackman and Councillor Cloke attended and spoke to this item in accordance with the Council s public participation procedures).

The Committee considered the report of the Area Engineer (South) (EEC/10/79/HQ - text only | pdf EEC/10/79/HQ) prepared following safety concerns raised by Tavistock Town Council, Horrabridge Parish Council, Plasterdown Grouped Parish Council and others. The report examines the available data regarding speed and collisions on the C474 Whitchurch Road between Tavistock and Horrabridge. The Area Engineer (South) distributed two plans showing the locations of collisions at the Sortridge Bends and between Pixon Lane and Anderton Lane on the C474 and spoke to the report on the analysis of collision and speed data in those areas.

Councillor Sellis spoke in support of the work done by the Parish Council and local residents in bringing this to the attention of this Committee and reminded Members that if the major development of 1,000 houses goes ahead as planned then the rural gateway and 30mph signs would need to be reviewed.

It was MOVED by Councillor McInnes, SECONDED by Councillor Sellis and

RESOLVED that the report be noted and the Area Engineer (South) be requested to investigate the painting of 30mph speed roundels on the road on the road in the vicinity of the rural gateway if regulations permit.

*15 Winter Maintenance Questionnaire

The Committee considered the questionnaire on Winter Maintenance from the Winter Maintenance of the Highways Task Group and Councillor McInnes spoke to this item as a member of the Task Group.

It was MOVED by Councillor McInnes, SECONDED by Councillor Marsh and

RESOLVED that Members of this Committee fill out the questionnaire on an individual basis and return completed forms to Helen Nicholson, Scrutiny Officer, Chief Executive s Directorate.

*16 Chagford Cattle Grids

The Area Engineer (South) and the Area Engineer (North) reported on the decision on the Secretary of State, namely requesting more information from the County Council. The Council was in a neutral position and would supply the same information as it supplied to the Inquiry. All interested parties had 21 days to respond to the Secretary of State s consultation. The outcome was dependent on the Secretary of State s decision: whether one grid could then be redesigned to accommodate some concerns and, whether the Commoners can afford to finance installation of the cattle grids.

*17 Actions Taken under Delegated Powers

It was MOVED by Councillor McInnes, SECONDED by Councillor Marsh and

RESOLVED that the Committee notes the position on the schemes and traffic orders listed in the report.

*18 Dates of Future Meetings

Members noted that meetings had been scheduled in the County Council calendar on the following dates at 11am:

16 July, 19 November 2010 and 1 April 2011

It was MOVED by Councillor McInnes, SECONDED by Councillor Marsh and

RESOLVED that the meeting scheduled for 1 April 2011 be moved to 31 March 2011 at the same time.
