*63 Minutes

RESOLVED that the minutes of the meeting held on 11 July 2008 be signed as a correct record.

*64 Network Management Plan

The Committee considered the report of the Executive Director of Environment, Economy and Culture (EEC/08/279/HQ - text only | pdf EEC/08/279/HQ) and a copy of the Plan enclosed separately. The Network Management Plan was a document that demonstrated how the current policies and procedures employed by the County Council enable it to deliver the requirements of the Traffic Management Act 2004 and manage the highway network to ensure the expeditious movement of traffic. Mr Parnell, Traffic and Operations Manager, attended and spoke to the report.

Members asked questions and made comments in relation to scaffolding on highways, waste skips on public highways, Statutory Undertaker s closure of roads, monitoring of Statutory Undertakers by DCC staff and encouraging different SUs to work together.

It was MOVED by Councillor Marsh, SECONDED by Councillor Hosking and

RESOLVED that the Network Management Plan be noted and supported for adoption by the County Council.

*65 Rural Gateway, Whitchurch Road, Horrabridge

(Mrs Hankin, Mrs Spackman, Mr Cloak, Mr Sherrell, Mr Yendle and Mrs Sellis attended and spoke to this item under the Council s Public Participation Procedures)

Councillor Mrs Marsh had requested that the Committee consider this item in accordance with Standing Order 23(2).

A Working Group formed by Tavistock Town Council, Horrabridge Parish Council and Plasterdown Grouped Parish presented a discussion paper entitled Traffic and its Impact on Whitchurch Road, Tavistock, Devon. The discussion paper proposed 11 changes to roads, signage and road markings in the vicinity of Whitchurch Road to combat speeding and congestion.

Mr Halliday, Chief Assistant Engineer (South), offered his view about each of the suggestions in the discussion paper and Members acknowledged community disquiet regarding these issues.

It was MOVED by Councillor Hosking, SECONDED by Councillor Connelly and

RESOLVED that officers revisit and resurvey all the roads in question in consultation with Town and Parish Councils and report to a future meeting of this Committee.

*66 Civil Parking Enforcement

The Committee considered the report of the Executive Director of Environment, Economy and Culture (EEC/08/280/HQ - text only | pdf EEC/08/280/HQ) on progress since Civil Parking Enforcement was introduced on 5 May 2008.

It was MOVED by Councillor Marsh, SECONDED by Councillor Connelly and

RESOLVED

(a) that the contents of the report and progress with Civil Parking Enforcement be noted;

(b) that adequate resources be made available to ensure that road markings are effective through the Traffic Order process.

*67 Devon on the Move , Devon Local Transport Plan (DLTP) Proposed Programme for 2009/2010

The Committee considered the report of the Area Engineer (North) and (South) (EEC/09/99/HQ - text only | pdf EEC/09/99/HQ) outlining the proposed programme for the West Devon are for the fourth year of Devon on the Move , the statutory Local Transport Plan for Devon, for 2006-2011.

It was MOVED by Councillor Marsh, SECONDED by Councillor Connelly and

RESOLVED that the Committee

(a) notes the funding provisions which have been approved by Executive report EEC/09/42/HQ - text only | pdf EEC/09/42/HQ ("Devon on the Move" Devon Local Transport Plan Proposed Programme for 2009/10), as described in sections 1 to 3 of EEC/09/70/HQ - text only | pdf EEC/09/70/HQ;

(b) approves the local allocations for the West Devon HATOC area, as listed in the table in section 5 of the report.

*68 Okehampton Traffic Capacity Improvements

The Committee considered the report of the Area Engineer (North) (EEC/09/100/HQ - text only | pdf | supplementary information EEC/09/100/HQ) seeking approval for a scheme to upgrade traffic signals in the centre of Okehampton.

It was MOVED by Councillor Marsh, SECONDED by Councillor Connelly and

RESOLVED that the scheme shown on drawing EATS(N)448-02-00 be approved at an estimated cost of 86,000.

*69 Date of Next Meeting

The Committee noted that the next meeting was in the DCC calendar to be held on Friday 10 July 2009 at Okehampton Town Council Offices. Members also noted that there was a suggestion that future meetings be held on a Thursday rather than a Friday and that the HATOC and County Committee meetings be held in the morning and afternoon respectively. This suggestion would be discussed further during today s County Committee.
