*71 Minutes

RESOLVED that the minutes of the meeting held on 11 June 2012 be signed as a correct record.

*72 Local Transport Plan Programme (Integrated Block)

The Committee noted that the Cabinet had approved a three year Local Transport Plan Integrated Block programme in December 2011. This programme was now being revised to reflect changing circumstances such as scheme slippage and the need to match fund key bids for new central government funding. A revised programme for 2013/14 and 2014/15 would be submitted to Cabinet in April 2013 and reported to this Committee.

It was MOVED by Councillor Boyde, SECONDED by Councillor Boyle and

RESOLVED that the Cabinet be informed of the need for early consultation with local members prior to approval of local programmes/schemes and if appropriate also with the benefit of the views of the HATOC.

*73 Proposals for the development of the Parking Dispensation Scheme

The Committee considered the report of the Head of Highways and Traffic Management (HTM/13/19 - text only | pdf HTM/13/19) on the development of a revised Parking Dispensation Scheme and options as to the way forward.

It was MOVED by Councillor Boyle, SECONDED by Councillor Robinson and

RESOLVED that the Cabinet be informed:

(a) the development of the Parking Dispensation Scheme to allow flexibility for contractors whilst continuing to meet the needs of residents be endorsed;

(b) the HATOC supports the view that there is a need to continue developing the scheme particularly in respect of enhancing greater flexibility for contractors (and landlords) who work reactively or between multiple sites in a single day and that it would recommend the Scratch Card Option 4, as detailed in the report and also requests that consideration be given to a fee of 1 per visit for example and to the recording of car registration numbers within the vetting application process.

*74 Actions Taken Under Delegated Powers

The Committee noted the report of the Head of Highways and Traffic Management (HTM/13/18 - text only | pdf HTM/13/18) on actions taken under delegated powers since the last meeting, where appropriate, in consultation with the Chairman and local members.

*75 Cooper Street (Enhancement Scheme) Bideford

In accordance with Standing Order 23(2) Councillor Robinson had requested that the Committee consider the need for early consideration and approval of the proposed scheme in view of local concerns to achieve all the works prior to the holiday season.

Members noted that If approved as a matter of urgency there was little scope to complete all works prior to the holiday season allowing for any slippages. The Head of Highways and Traffic Management reported that the details of the scheme were due to be submitted to the next meeting on 10 June for approval and subject to that works would be initiated following the holiday season for an anticipated start in October 2013.

It was MOVED by Councillor Boyle, SECONDED by Councillor Robinson and

RESOLVED that the position be noted and the report on the detailed scheme be submitted to the next meeting of this Committee.
