*66 Election of Chairman and Vice Chairman

RESOLVED

(a) that Councillor Boyle be elected Chairman for the ensuing year; and

(b) that Councillor Robinson be elected Vice Chairman for the ensuing year.

*67 Minutes

RESOLVED that the minutes of the meeting held on 5 March 2012 be signed as a correct record

*68 Briefing Meeting

The Committee noted that an informal briefing had been arranged for County Council members on 28 June 2012 to discuss the policy and budget issues.

*69 Traffic Regulation Orders: Programme for Review of Market and Coastal Towns Traffic Management Restrictions

The Committee considered the report of the Head of Highways and Traffic Management (HTM/12/32 - text only | pdf HTM/12/32) on work carried out to date on the Parking and Traffic Management Reviews and the proposed principle for carrying out reviews in the future. The report detailed the Towns through out Devon where reviews had been progressed.

Members discussion points with the Neighbourhood Highway Group Manager and Neighbourhood Highway Manager included:

Torrington was due for review in the current financial year (anticipated within the next two months) and with local members involvement and a request from the District local member for liaison with the District Council s Parking Services Manager was accepted by the Neighbourhood Highway Manager

the position in respect of a review for Bideford would be clarified for report to local members

alleged frequent breaches of traffic orders limiting lorry access in Bideford would be clarified with the local Civil Enforcement Officers

the local District Council allowed Christmas dispensations around the holiday period in Bideford and local members asked whether the County Council could also complement the dispensation in partnership with the District. This request would be considered by the Neighbourhood Highway Manager with reference to County Council policy, the need to limit all day parking and promotion of efficient use of limited on-street spaces with short stay parking, and in liaison with the Traffic Management Team and police

local members views about parking issues should be passed to the Neighbourhood Manager for discussion with the District Parking Manager, enforcement officers and police as necessary

Member support for the principle of regular reviews on a town basis as this could

be programmed according to resources available, with any amendments to traffic orders on a town wide basis, addressing all issues in a single amendment. This would be the most cost effective use of resources.

It was MOVED by Councillor Boyle, SECONDED by Councillor Robinson and

RESOLVED

(a) that the work carried out to date on Parking and Traffic Management reviews be noted; and

(b) that the process for reviewing and implementing traffic regulation orders in towns be noted.

The Committee noted the following dates: 8 October 2012 and 4 March 2013
