RESOLVED that the minutes of the meeting held on 5 July 2012 be signed as a correct record.

*91 Local Plan and Impact of Teignbridge Core Strategy on Other Provision

(minute 87)

The Chairman welcomed Mr Andrew Ardley and Mr Simon Niles, Planning, Transportation Environment who gave a presentation on the impact of the Teignbridge Local Plan and Core Strategy, which was in its developmental stage (ie Proposed Submission). The presentation focussed on school places and admissions, transport proposals and implications in response to the plan, in the County Council s strategic role as a major provider and manager of infrastructure.

Discussion included:-

County Council current transport modelling process for its proposals;

School and transport infrastructure (including cycle provision, connections to bus, rail, park ride) within major Teignbridge centres of Newton Abbot, Kingsteignton, Dawlish, Teignmouth SW Exeter;

Discussions with Local Learning Communities (LLCs), local members and other representatives on where existing schools could manage increases/fluctuations in numbers and where new schools (government requirement to be academies/free schools) were recommended;

Progress of discussions with Teignbridge District Council to identify sites for any new/expanded schools;

Improvement of multi use games area for formal and informal use on school sites;

Traffic surveys (strategic and local) and traffic congestion;

Impact of S Devon link road and other important road links on traffic on other roads.

RESOLVED that members approach the officers on an individual basis to discuss proposals in individual electoral divisions should they wish to do so.

*92 Members Development Steering Group

The Committee received the minutes of the meeting held on 12 July and 11 October 2012.

*93 Locality Budgets

(An item taken under Section 100B(4) of the Local Government Act 1972)

The Chairman had decided that the Committee should consider this item as a matter of urgency, in order to update members on deadlines for submitting budget applications.

The Locality Development Officer reminded members of the deadline for applications for locality budget money of 7 March 2013 and requested members to check their individual locality budgets position were up to date. It was unclear at present whether any excess money remaining in locality budgets after this time March would be carried forward into the next financial year.

The DALC representative requested an update on monies spent and details would be made available.
