RESOLVED that the minutes of the meeting held on 10 November 2011 be signed as a correct record.

*77 Bishopsteignton Surgery Update Report

The Chairman welcomed Miss Pauline Macdonald NHS Devon, together with Cllr Roger Hunt and Mrs Lisa Baxter (Bishopsteignton community) to the meeting. Members also considered the report by Jenny McNeill, Assistant Director of Strategic Development, NHS Devon on progress to date and the NHS Devon Board decision in November 2011 welcoming and supporting this community initiative to achieve an innovative model of services for Bishopsteignton village including a core Primary Medical Service and future healthy living centre model. The local residents were now leading the next phase with continued support from NHS Devon to develop a more detailed proposal including on-going impact assessment. This project could set an example for the review of NHS services in other local communities in the future.

Members were pleased to acknowledge the work on this project being carried out in the community, but the local member reported that there were difficulties in sometimes obtaining appointments within the Teignmouth surgery which was part of the same practice and requested a more detailed breakdown of figures of Teignmouth residents being seen at the Bishopsteignton surgery and vice versa. Miss Macdonald advised that

patients could be offered an available appointment at one of three locations in total - if this was convenient for the patient. This could give some patients more flexibility or the opportunity of having an appointment earlier if they were able to travel and around 65 patients chose this regularly. Miss Macdonald would also discuss the breakdown of figures requested with the practice to see what could be made available.

RESOLVED that Miss Macdonald follow up the request for a breakdown of figures requested with the practice on the number of Teignmouth residents being seen at the Bishopsteignton surgery and vice versa and details be forwarded to members.

*78 Devon Youth Service (DYS) Teignbridge District Update

The Locality Development Officer reported on details received from Mr Brett Rowson, Acting Team Leader DYS Southern Team, that at present the same youth sessions in Teignbridge were being run as a year ago, excepting a reduction in Starcross due to low attendance numbers and staff required in other centres. Regrettably there had had to be 14 last minute closures of sessions in the last 3 months due to staff sickness and no scope to cover. Management and staff were stretched and the staffing ratios not ideal. The Easter activities were now being advertised but this was smaller than last year due to staff constraints.

A further restructuring of DYS was currently being considered and the People s Scrutiny Committee had considered comments from the Locality (County Committees) at its December 2011 meeting. The Scrutiny had also subsequently expressed concern about the provision of services to young people and was considering this further at its next meeting. Brett Rowson would be happy to explain any future restructuring changes to members and the potential impact on Area Youth Work staff and provisions at a local level.

RESOLVED that this Committee reaffirms its thanks to Brett Rowson and the Devon Youth Service Southern Team for their continued support during this difficult period.

*79 Early Years and Childcare Services (EYCS Termly Update)

The Locality Development Officer presented the written update as circulated from Mrs Sue Bolt, EYCS on new facilities/closures, outstanding Ofsted reports, Children s Centres and other news.

RESOLVED that Sue Bolt be invited to attend the next meeting to report on the new Ofsted categories and implications for pre-schools, sustainability of pre-schools and infrastructure, childcare costs and cost pressures and other EYCS issues.

*80 Members Development Steering Group

The Committee received the minutes of the meeting held on 16 January 2012 and discussed members learning and development on Localism (note 4). A further members Localism event was to be organised. Cllr Fry also reported on her attendance at recent Community Council of Devon and Local Association of Parish Council s training on neigbourhood plans. Teignbridge DC was also involved in providing Localism training as well.

RESOLVED that the Locality Development Officer circulate Localism information to members.

*81 Locality Budget 2011/12

Confirmation of Spending Proposals and Spend to Date

The Committee considered the report of the Locality Development Officer (SC/12/9 - text onlySC/12/9) on the locality budget current budget position as at 8 March 2012, together with the spending proposals approved by the Chairman or Vice-Chairman since the last meeting and the county discretionary fund. Appendix 1 provided a summary of approved spending to date.

The Locality Development Officer also reported on comments received from the DALC representative, as well as on the review of the process involved in locality funding and that members application forms should be forwarded to her in the first instance.

RESOLVED

(i) that the spending proposals set out in Appendix 1 and County Discretionary Fund proposals including those agreed by the Chairman/Vice-Chairman since the previous meeting be confirmed;

(ii) that the current budget position for 2011/12 be noted.
