RESOLVED that Councillors Gribble and McMurray be elected Chairman and

Vice-Chairman respectively for the ensuing year.

*61 Minutes

RESOLVED that the minutes of the meeting held on 17 March 2011 be signed as a correct record.

*62 Westbank Community Health Care

Mrs Mary Nisbett from Westbank Community Health Care (formerly Westbank League of Friends), presented a report on Westbank s activities in providing care and promoting health across the age ranges for the whole of the Teignbridge area and with some services also extending to the whole of Devon. Over its 20+ years the charity had encouraged both those coming into volunteering and the big society ethos. There were more than 320 volunteers contributing 20,000 voluntary hours as well as 80 local employees. Westbank had a number of care and health development activities building upon its original provision of patient transport, befriending and carers support. Funding came from statutory agencies eg DCC and the NHS (50%), grants eg the Big Lottery (34%) and self generated income (16%). In June 2011 Westbank secured 409,000 funding from the Big Lottery to create healthier communities by offering disadvantaged people opportunities and support to engage, get more involved and take responsibility for their welfare.

Westbank had been at the forefront of developing consortia working in Devon and with voluntary sector organisations working together could bid for bigger contracts including services commissioned by DCC and the NHS for service delivery across the county. Westbank also aimed to support smaller organisations sustainably through consortia working.

Members welcomed local projects including the reopening of the Meadow Centre, Teignmouth and the support for Kingsway Residents Association. Westbank was working with Teignbridge District Council, the NHS and Teignbridge Strategic Partnership members to provide solid support to the community of West Teignmouth.

Members paid tribute to Westbank s assistance with commissioning and contracting, helping DCC to do more and more efficiently and effectively. Small organisations also valued the administrative and back office support that consortia working was able to provide. The DCC and NHS were actively looking at commissioning more integrated and improved early intervention and prevention services which was an important area for both DCC and the NHS.

*63 Planning Future Primary Medical Services for Bishopsteignton

Ms Jenny McNeill (accompanied by Pauline McDonald from NHS Devon Plus, as well as

Ms Lisa Baxter and Cllr Roger Hunt from the local community and working group) presented a paper following the Council s Health and Wellbeing Scrutiny Committee (9 June 2011, minute 3(c)) requesting this Committee to examine the impact of the closure of the GP surgery in Bishopsteignton and draw to the attention of that Committee any wider issues arising therefrom.

Following significant community concern at the proposals for closure the NHS had now embarked upon consultation and a working group of community representatives (including the Parish Council) and NHS Devon representatives had been established. The possibility of closure had partly come about by the lease on the building expiring in September 2011, but the lease had now been extended to assist with future planning. The NHS had confirmed it would keep an open mind about the outcome provided it achieved the criteria of affordability and achieving NHS statutory requirements.

There would be an update report on 20 July to the NHS Devon Board, followed by proposals and recommendations on 2 November 2011. Regular updates were also available at http://www.bishopsteignton.org.uk/village-surgery-updates.html

Comments and responses to questions included:-

- The NHS recognised the rural nature of some locations where a surgery may serve a smaller population size than that of a large town;

- That some Bishopsteignton patients may choose to visit other neighbouring surgeries rather than the closest, although certain groups in particular eg the elderly, needed more local facilities. However consideration was being given as to whether a full local service was needed if available at neighbouring surgeries;

- That members would welcome data on how many patients from Teignmouth were travelling to the Bishopsteignton surgery and pharmacy;

- Villages and small towns needed any major facility/service to be viewed in the wider context of the community. Any withdrawal of provision affected the viability of other local services and the local economy.

RESOLVED

(a) that this Committee welcomes the current NHS consultation, working group updates and timeline;

(b) that the findings of the NHS impact study be forwarded to members when available.

*64 Youth Service Update

Mr John Calvert, Divisional Youth Officer, Devon Youth Service (DYS) presented an update report on the Teignbridge DYS. Discussions included:-

- DYS had faced a 15.9% cut ( 683,000) for 2011/12 and subsequent major restructure, merging the two Teignbridge and S Hams teams to become the South Area Team. No appointment had yet been made to the Team Leader post for the new Team. In the meantime Brett Rowson was acting as the temporary Teignbridge Team Leader although his post of Senior Area Youth Worker could not be backfilled. The Teignbridge team now had no capacity to cover sickness absence or additional activity and closure of provision was likely should there be any loss of staff. The Youth Service had had to review its core principles and priorities for 13-19 year olds in the restructuring. Young volunteers remained key to supporting work with the under 13 year olds.

- The new Redrock Centre, Dawlish was the most popular centre in the County used by 600 young people per week. Discussions between Dawlish Community College and DYS were continuing over use of the facility. The local member welcomed this excellent facility and was contributing 2,500 of his locality budget towards it;

- The Chances programmes 2011/12 (for pupils at risk of permanent exclusion) were fully subscribed with referrals from secondary schools;

- The summer holiday activity programme for young people (the suitability of activities was also reviewed on a regular basis and would include a review of the new introductory boxing activity being trialled);

- Cabinet had protected the Local Youth Network Fund of 23,767 for Teignbridge voluntary youth organisations for 2011/12;

- 2012/13 planning would include consultation on options for a future delivery model for DYS (model to take effect from September 2012). Potential options included outsourcing DYS and commissioning work from DCC.

RESOLVED that this committee formally records its thanks to Brett Rowson and the Devon Youth Service Teignbridge Team for the work they have done in retaining high quality services for young people during a difficult period.

*65 Devon Carers Forum

Councillor McMurray had been appointed to this body with effect from the Annual Council Meeting, May 2011 (to date he had not received any notice of meetings, which the County Solicitor would follow up).

66 Locality Budget 2010/11, Outturn and Spend to Date for 2011/12

The Committee considered the report of the Locality Development Officer (CS/11/2 - text only | pdf CS/11/2) on the locality budget current budget position as at 23 June 2011; the 2010/11 Outturn; together with the spending proposals approved by the Chairman or Vice-Chairman since the last meeting. Appendix 2 provided a summary of approved spending to date.

Further new spending proposals for members now to consider were also reported at the meeting.

The DALC representative referred to the fact that 40% last year s budget was underspent and carried forward. A budget monitoring report was to be presented to the Cabinet on 13 July 2011 highlighting this issue and encouraging members to use funding resources available to them in year. Members gave examples of why a high percentage of locality budgets might be carried over eg:- ensuring money was to be used for an overall benefit and that it was being spent wisely and carefully targeted eg accumulating money to help parishes through hard winters with clearing highways.

Members also considered Cabinet s decision to allocate a County Discretionary Fund to Locality County Committees of 300k, of which 50,610 was allocated to the Teignbridge committee.
