*50 Passenger Transport Delivery in Teignbridge Provision, Trends and

Future Challenges

Bruce Thompson, Transport Co-ordination Service Manager reported on the work of the Transport Co-ordination Service (TCS) providing school transport, community transport, public transport, transport information and working to improve access to public transport. National concessionary travel scheme responsibility was to pass to DCC on 1 April 2011 from district councils with a 5m shortfall in government funding for this. DCC s public transport budget was seeing a reduction of 1.35m (18%) from April and every effort was being made to mitigate the impact of this on the travelling public. Services were likely to be operated on reduced frequency rather than cut altogether and provision in the deep rural areas (where 14% / 55,000 of rural residents had no access to the car) remained a challenge. Savings to be targeted included non-entitled school children and tourist services which had low passenger numbers. Officers were now looking comprehensively at options for Spending Review years 2 - 4.

Further points raised and discussed by members included:-

- The most effective use of the Sustainable Travel Fund and S106 Developer Contributions for community infrastructure and the benefits of a partnership approach (including involvement of local members);

- Use of kick start funding for any potential new transport service only if it could be sustainable in the longer term;

- Carbon and cost sustainability;

- Provision for young people and dialogue with the Youth Parliament;

- TCS had been successful, optimising its role as a major purchaser of passenger transport, in increasing market interest in tender bids for public and school transport contracts among smaller contractors.

- Transport in the rural small parishes.

*51 Youth Parliament Update

Emilie Adams (Youth Parliament member, SW Devon, Totnes and Newton Abbot Team) and Liz Prangle (UK Youth Parliament Devon Support Worker) discussed the work of the Youth Parliament with members and tabled contact details. The Youth Parliament of elected members aimed to make a positive change and engage young people in democratic procedures and represent the views of young people, operating locally, regionally and on a national basis.

The key issues raised by young people in Teignbridge were having things for young people to do in their leisure time, their concern over university and post 16 fees and that young people may not be able to take up further education study because they could not afford to do so.

It was hoped that young people would get more involved in local and national government elections and the Youth Parliament was steadily growing. Young people were generally used to voting from year 7 upwards within school. It was felt that some would use e-votes and some would use the ballot box system.

Members also asked about:-

- the potential involvement of young people (aged 16+) in helping to run youth clubs and activities as a Devon Youth Service volunteer;

- how the vocational skills gap in the young could be reduced.

RESOLVED that the Youth Parliament representatives discuss involvement in the Devon Youth Service voluntary work and vocational skills gap issues raised by members and report back in due course.

*52 Devon Minerals and Waste Development Framework

Councillors Clatworthy and Mrs Fry declared personal interests in this matter by virtue of receiving a pension from the industry.

Councillor Smith declared a personal and prejudicial interest in this matter by virture of his employment in the industry.

The Committee noted the report of the Executive Director of Environment, Economy and Culture (EEC/11/56/HQ - text only | pdf EEC/11/56/HQ) on the development plans within a Minerals and Waste Development Framework, presented by Andy Hill, Minerals Waste Policy Officer. This covered the Minerals Core Strategy which was for formal public consultation until 29 April 2011 and the Waste Core Strategy Consultation Report for formal public consultation between April and June 2011.

A summary of the minerals options consultation paper was also tabled. The minerals consultation asked how the supply of ball clay and gravel should be maintained from the Newton Abbot area, which was surrounded by a number of important mineral resources. Other overarching strategy questions to be considered within the consultation covered spatial strategy, minerals of national importance, sustainable aggregate supply, local building stone and safeguarding mineral resources from sterilisation by other development. Members were particularly concerned about safeguarding important mineral resources and the need to balance this with the general expansion of the Newton Abbot area. Selecting transport routes eg for clay lorries around Kingsteignton was an important part of development management.

Teignbridge also featured in all the potential options of the waste strategy consultation given its central position in Devon and good access.

RESOLVED that the officers contact Cllr Walters, Kingsteignton local member directly about lorry routing away from the centre of Kingsteignton.

*53 Youth Services Update

Mike Stevens, Teignbridge Devon Youth Service (DYS) reported on 637, 000 budget reductions for 2011/12 and in year reductions of 163k. Staffing and team structures were being significantly reduced with the biggest impact in reducing the 6 area youth workers to 4, but this would prevent direct cuts in front line services during 2011/12. Further reductions in future years were expected to require cuts to front line services. Reductions were exacerbated by 80% other voluntary sector funding routes also being cut. Teignbridge DYS was more fortunate than other areas in working in partnership with other organisations reducing accommodation costs. Resources were to be concentrated on areas with a higher number of less motivated/more disaffected young people to reduce the impact of anti-social behaviour on local communities. Members considered how DYS could best support the voluntary sector in future youth provision and feedback received from the Teignbridge area s 13 partners indicated this couldn t be done without some support from DYS eg to help guide through complexities. Other successful voluntary organisations like the Scouts Association tended to have more motivated young people joining. The Teignbridge DYS Chances project established 13 years ago had proved very successful in working with young people at risk of permanent exclusion from school and local S Devon schools would continue to contribute financially to this in view of its value to the pupils and school communities as a whole.

RESOLVED that a report be made to the next meeting on supporting the voluntary sector and planning for 2012/13 and beyond.

*54 Teignbridge Children s Trust

Mike Stevens to Teignbridge Devon Youth Service (DYS) reported that this was being wound up in its current form over the next six months given that the funding from the various organisations involved was not continuing to the same degree. The Trust had brought all organisations involved with young people together (eg police, schools) regularly to provide joint services, joint working and best value for youth provision in the Teignbridge area. This had been very successful and local children s trust officers were keen for this joint local working to continue in some future form.

*55 Newton Abbot Library and Adult and Community Learning Redevelopment Project

The Committee received the report from Anna Matthews, Devon Libraries, Project Manager for information on the progress with the building work and inclusion of the Learning Disabilities Service.

Single Offer Point

A member expressed concern at the impact on pre-schools of the Single Offer Point and children starting school in the September following their 4th birthday.

RESOLVED that the impact on the longer term sustainability of pre-schools in local areas of the Single Offer Point whereby children would be able to start school in the September following their 4th birthday on a full or part time basis be drawn to the attention of the CYPS Overview Scrutiny Committee.

Members received the minutes of the meeting held on 12 January 2011.

*58 Locality Budgets 2010/11 Confirmation of Spending Proposals and Spend to Date

The Committee considered the report of the Locality Development Officer (CX/11/32 - text onlyCX/11/32) on the locality budget current budget position as at 1 March 2011 together with the spending proposals approved by the Chairman or Vice-Chairman since the last meeting. Appendix 1 provided a summary of approved spending to date.

Further new spending proposals for members now to consider were also reported at the meeting.

The need to involve EEC Directorate in spending proposals eg for the provision and location of grit bins was drawn to members attention to ensure that arrangements for refilling could be made and a guidance note would be circulated to members as soon as possible.

RESOLVED

(a) that new spending proposals at reported at the meeting (and set out in the table below) be approved;

(b) that the spending proposals set out in Appendix 1 as agreed by the Chairman/Vice-Chairman since the previous meeting be confirmed;

(c) that the current budget position for 20010/11 be noted;

(d) the guidance note for the use of locality budgets for highway matters be circulated to members as soon as possible.
