*40 Minutes

RESOLVED that the minutes of the meeting held on 8 July 2010 be signed as a correct record, subject to minute 37 Teignbridge Children s Trust reading:- Councillor Mrs Fry had been reaffirmed as a member.

*41 Early Years and Childcare Service (EYCS) Termly Update

Ali Eastland, Locality Development Officer presented a paper prepared by EYCS on:- New facilities/closures; Outstanding Ofsted reports; Children s centres; Funding

(including the Better Buildings programme to improve pre-school buildings); The 2gether pilot (narrowing the gap between the lowest achieving children and their peers) and the Single Offer Point (from September 2011 children could start school in the September following their 4th birthday).

It was hoped that health visitors involved in the Surestart scheme would maintain their role as a universal service provider as well as a targeted one.

Confirmation was also sought on whether capital funding had for Daisy Chain Pre-school, Chudleigh had been secured under the Better Building programme.

Members questioned the implications for nursery schools of the change to the Single Offer Point from September 2011 for reception children starting primary school and would welcome further details.

RESOLVED that further clarification be sought on:-

(a) health visitors involvement in Surestart;

(b) Better Building programme funding for Daisy Chain Pre-School Chudleigh;

(c) the implications for nursery schools of the Single Offer Point for children starting primary school.

*42 Property Rationalisation

Councillor McMurray declared a personal interest in this matter by virtue of being a member of Teignmouth Town Council and a governor of Teignmouth Community College (in relation to Teignmouth properties, disposals at Bitton House and Teignmouth Community College).

Richard Buzzacott and Sarah Davidson, Business Transformation presented a schedule of properties owned or leased by DCC in the Teignbridge area (excluding farms, schools and highway).

Members discussion included:- Newton Abbot Library, Teign House, Dawlish Youth Centre, Estuary House*, Teignmouth Lower Brook St* , Newton Abbot:- 2-6 Aller Cottages,* Skills Centre, Youth Support Service,* Coombeshead School ATC. *properties on which local members to be further updated.

General points included whether any properties could be utilised either short or long term to help with Teignbridge District Council s housing shortage and the active management of property.

Some members and local Parish Councils in the area of the Haldon Ridge travellers site as well as the nearby picnic area recently declared surplus were concerned at not being kept informed and consulted and were concerned at the ongoing difficulties they experienced locally. However the local county councillor did explain the current situation and DCC position. A member also expressed disappointment that the Gypsy and Travellers Site Committee had been disbanded last year, when some felt it had fulfilled a useful role in dealing with these sensitive issues.

RESOLVED

(a) that local members be updated on individual properties as identified above;

(b) that a report be made to the next meeting on the gypsy and traveller concerns raised.

*43 14+ Update

Councillor McMurray declared a personal interest in this matter by virtue of being a lecturer at South Devon College and supply teacher and schools not maintained by DCC.

Christina Macculie presented a paper on 14+ Learning and Skills and developments in the Teignbridge area, including:-

- Partnership Working - Heads and Principals recognised the benefits of maintaining this to promote best practise across all provision and enhanced learning.

- Funding for Young Apprenticeships - the future of this funding was uncertain but a small number of students (Teign and Dawlish) had taken them up.

- Post 16 Appenticeships - the National Apprenticeship Service has offered schools support in raising awareness. There was now a concentration on raising awareness of Apprenticeships in the South and West given the emphasis and commitment to funding of Apprenticeships by this Administration. Take up on the recent 100 Apprenticeships in 100 days initiative was not a success across S Devon and Torbay with only a take up of 17 student placements. Although this take up was a concern to members, employers would now be able to take on apprentices on a more flexible basis (fewer hours with subsequent lower pay) rather than on a full time basis. This flexibility may encourage more employers and increase the number of apprenticeships on offer and help offset other factors employers had to take into consideration eg how regulated apprenticeship schemes were and the higher degree of supervision apprentices needed. Apprenticeships offered a good way to learn for some students and professions however the need for basic literacy and numeracy skills for all students was fundamental.

- Diplomas - currently 55 Teignbridge students on courses. Headteachers were to review Diplomas plans on 23 November 2010 since although feedback from students on courses and delivery staff was extremely positive, schools were concerned over future funding (including transport for a large geographical area like Teignbridge) and negative press. The Wolf report reviewing general vocational provision was expected in the Spring.

- Foundation Learning - a Teignbridge Coordinator had been appointed (Nicky Corbett, S Devon College) to review courses all schools could access for the less able students, with the aim of broadening provision, providing a more personalised curriculum and reducing costs due to economies of scale, followed by supporting schools with training and implementation of Foundation Learning Programmes.

- Early Intervention Project - a pilot study had been developed to encourage less motivated key stage 2 year 6 primary school pupils, led by Dawlish Learning Partnership through Dawlish Community College and the 14-19 Partnership. This would follow students through from year 6 into year 7 secondary education right up to year 11.

- Post 16 Provision - a 6th form support network for information, advice and guidance had been set up. The SW partnership were looking to use this mechanism to look at the wider issues including financial viablility curriculum offer, small group sizes, retention and performance.

RESOLVED that details of the Early Intervention Project be forwarded to members.

*44 Teignbridge Children s Trust

It was noted that the Teignbridge Children s Trust had experienced some difficulties since September and Mike Stevens, Devon Youth Service had been appointed Chairman on a temporary basis until the future of Children s Trusts was clearer given the future funding of most of the agencies represented on the Trust was uncertain at present. Consideration of a longer term strategy for the Trust was deferred until around February 20110 until the position was likely to be clearer. However one general theme from the last meeting was that agencies working together produced the best results for our young people and so multi-agency teams were continuing where possible to work together for this. Other members had also endorsed this approach including Councillor Mrs Fry who had recently rejoined the Trust as this Committee s representative.

*45 Member Development Steering Group

Members received the minutes of the meeting held on 10 September and 2 November 2010 for information and commented on how useful the IT training courses were in the use of everyday technology eg Microsoft Outlook (mail and diaries) and Powerpoint.

*46 Feedback/Representations

Traffic Flow in Chudleigh

Cllr Frost had requested the item to be placed on the agenda in accordance with SO23(2) to appraise members of local concerns of traffic priorities along the main street and in particular the southern most chichane given that planning approval had been given for a large housing estate which would put a strain on the existing system. Although there had been discussions with the County Council and County Solicitor both the local and county councillors hoped that the highway authority could look into the traffic flow as a result of the new development.

RESOLVED that this matter be referred to the Teignbridge Highways and Traffic Orders Committee.

*47 Locality Budgets 20010/11 Confirmation of Spending Proposals and Spend to Date

The Committee considered the report of the Locality Development Officer (CX/10/114 - text only | pdf CX/10/114) on the locality budget current budget position as at 23 June 2010 together with the spending proposals approved by the Chairman or Vice-Chairman since the last meeting. Appendix 1 provided a summary of approved spending to date. New spending proposals for members now to consider were reported at the meeting.
