RESOLVED that the minutes of the meeting held on 10 July 2015 be signed as a correct record.

*64 Petitions/Parking Policy Reviews

There was no petition received from a Member of the public or the Council.

*65 Devon and Torbay Local Transport Plan 2011-2026:Teignbridge Programme for 2015/16 and 2016/17

The Committee considered the Joint Report of Head of Planning, Transportation and Environment and of the Head of Highways, Capital Development and Waste (PTE/15/56 - text only | pdf PTE/15/56) on the allocation of the Local Transport Plan Programme for 2015/16 and 2016/17 in the Teignbridge area approved by Cabinet, indicating that budgets were extremely limited with the level of Government funding one third of the amount of that received in 2009. This resulted in the 2015/16 programme being heavily constrained by 2014/15 commitments. The 2016/17 programme had limited new starts for Integrated Block priority schemes:-

- design and preparation for external funding bids

- matched funding of external schemes

- walking and cycling facilities for school and employment access in Newton Abbot.

Members acknowledged, in particular, section 4 of the report, which outlined a new approach to dealing with requests for Traffic Regulation Orders (TROs)/waiting restrictions. This would include an annual local programme put together in consultation with Local County Councillors for consideration by Highways and Traffic Order Committees (HATOC), with funding for each HATOC, drawn from Pay and Display income, to cover the costs of the scheme design, processing of the Traffic Regulation Order and installation of lines and signs. A single annual Traffic Regulation Order would be produced for each HATOC area, thereby reducing overall costs. Cabinet would also refine the scheme further and consider future budget allocation.

In relation to the new approach to Traffic Regulation Orders/Waiting Restrictions Members discussions and comments included:-

-the new approach was generally welcomed to increase efficiency and reduce costs but some contingency/mechanism was needed for handling priority requests received where it was not appropriate to wait until the next annual review

-the clarity of detail of new process was awaited

-there was a need for timely/well publicised communications to Parish and Town Councils etc of the new approach and deadline for applications

-greater Local County Councillor involvement in the priority process was emphasised

-the fair distribution of funds (some areas of Devon raised greater parking revenue than others/local money for local schemes) to be considered

-the involvement of the whole Council in determining the budget allocation as part of the budget process to be considered

-the use of significant highways underspend to address contingency/shortfall for schemes to be considered

-the potential use of top-up funds through Members Locality Budgets and Parish Councils, whilst recognising that advertising costs and resources for processing individual schemes were significant/not good value for money

-the backlog of requests/previous transport travel plans to be included

-the enforcement of TROs (eg Kingskerswell).

In relation to individual Teignbridge Schemes Members discussions and comments included:-

-A379 Corridor - Powderham Church traffic management and cycle route - to address ongoing speeding, accessibility and parking concerns

-NCN28 Newton Abbot - Torbay cycle route (delayed to 2016/17 due to land acquisition) was required as soon as possible for new S Devon Link Road layout

-Drumbridges roundabout improvements - road works congestion, but noted safety audit today and last stage prior to opening road.

The Head of Service also indicated that a report would be brought to the next Committee meeting (following discussions with Local County Councillors) seeking approval to the proposed programme of waiting restrictions to be advertised for the subsequent year.

RESOLVED

(a) that the funding provisions included in the report Devon and Torbay Local Transport Plan 2011 to 2026: Teignbridge Programme for 2015/16 and 2016/17 be supported;

(b) that the proposed approach to local priority waiting restrictions set out in section 4 of Report PTE/15/49 - text only | pdf PTE/15/49 be supported;

(c) that the Head of Service investigate points raised by Members relating to: the new approach to include other types of orders (eg speed restrictions) should regulations permit; availability of historic transport travel plans; clarification from Network rail about public use of Newton Abbot station bridge access prior to funding spent on study.

*66 Actions Taken Under Delegated Powers

The Committee received the report of the Head of Highways, Capital Development and Waste (HCW/15/72 - text only | pdf HCW/15/72) on actions taken in respect of Traffic Regulation Orders under delegated powers, following consultation with the Chairman and local County Councillors.
