*1 Election of Chairman

RESOLVED that Councillor Dewhirst be elected Chairman for the ensuing year.

*2 Election of Vice-Chairman

RESOLVED that Councillor Clarance be elected Vice-Chairman for the ensuing year.

*3 Minutes

RESOLVED that the minutes of the meeting held on 14 March 2013 be signed as

a correct record.

*4 Committee Terms of Reference and Responsibilities

The Committee received a presentation by the Head of Highways, Capital Development and Waste on the Highways and Traffic Orders Committee covering terms of reference, scheme of delegation, membership and public participation.

*5 Asset Management Plan

The Committee received a presentation by the Head of Highways, Capital Development and Waste on the Asset Management Plan approved by the Cabinet on 13 March 2013 (Minute *638) relating to the maintenance of roads in the County covering road condition assessments, the current and projected backlog of costs, performance against national indicators, available resources and the preventative treatment regime adopted by the County Council. The presentation also covered the storm damage legacy of 2012/13 and the Council s application to Government for additional support for such major events under the Bellwin Scheme.

Members commented on the need for additional Government resources for highways maintenance to address the national backlog, eg to treat roads before their condition worsened further thus saving further additional costs.

*6 Market and Coastal Towns Rural 'Foundation' Programme

The Committee considered the joint report of the Head of Planning, Transportation and Environment and the Head of Highways, Capital Development and Waste (PTE/13/60 - text only | pdf PTE/13/60), summarising the proposed local schemes programme for the Market and Coastal Towns and Rural Devon Foundation element of the Local Transport Plan Integrated Block for 2013/14 in the Teignbridge area.

The revised integrated block programme to include any successful bids to Government

would be reported to the next meeting of this Committee.

The Head of Highways, Capital Development and Waste confirmed that members requests for proposals in respect of future local schemes programmes could be submitted and considered in conjunction with others in accordance with County Council criteria and priorities.

RESOLVED that the funding provisions included in report PTE/12/24 - text only | pdf PTE/12/24 Devon and Torbay Local Transport Plan 2011 to 2026: Proposed Programme 2012/13 to 2014/15 for Devon be noted.

*7 Lindridge Lane to Meadowcroft Drive, Kingsteignton Cycle Route

The committee considered the report of the Head of Planning, Transportation and Environment (PTE/13/61 - text only | pdf PTE/13/61), on proposals for an improved cycle route from the Higher Sandygate area of Kingsteignton to Teign School.

Members were advised of LSTF funding for which this scheme qualified - ie Department for Transport grant funding Local Sustainable Transport Fund (LSTF) Access to Education capital programme, primarily for infrastructure to encourage more children to walk or cycle to school.

RESOLVED that the scheme shown on plan no B12038/1 of report PTE/13/61 - text only | pdf PTE/13/61 be approved.

*8 Toucan Crossing at Michael s Field, Bishopsteignton

The committee considered the joint Report of the Head of Planning, Transportation and Environment and of the Head of Highways, Capital Development and Waste (PTE/13/62 - text only | pdf PTE/13/62), on proposals to provide a pedestrian and cycle crossing facility (Toucan) on the A381 at Bishopsteignton, linking the village, playing fields and sport facilities at Michael s Field.

RESOLVED that the scheme shown on plan no B12025_17 of report PTE/13/62 - text only | pdf PTE/13/62 be approved.

*9 Actions Taken Under Delegated Powers

The committee received the report of the Head of Highways, Capital Development and Waste (HCW/13/26 - text only | pdf HCW/13/26), regarding action since the last meeting to progress traffic orders ie where traffic order objections had been received, these had been dealt with by consultation with the Chairman and local county councillors in respect of a number of schemes:- county wide and in Chudleigh, Dawlish, Newton Abbot, Shaldon, Teignmouth, Bishopsteignton and Bovey Tracey.
