RESOLVED that the minutes of the meeting held on 6 March 2013 be signed as

a correct record.

*77 A380 Telegraph Hill Removal of Slip Lane

The Committee considered the report of the Head of Highways and Traffic Management (HTM/13/28 - text only | pdf HTM/13/28), on proposals to improve road safety and reduce the number of collisions by removing a redundant slip lane on A380 at Telegraph Hill, which had seen an increase in erroneous use with the wider use of satellite navigation equipment by motorists. The current arrangement involved a potentially hazardous manoeuvre for motorists. The road would remain with access controlled by a gate as it was still required for the Haldon/Telegraph Hill snow plan and police emergency use. This safety scheme was to be funded by 2013/14 Local Transport Plan Casualty and Severity Reduction programme.

Approval was now sought in principal for the scheme, with full design details to be determined in due course.

MPC Dave Carne, Devon Cornwall Police Road Safety and Casualty Reduction Officer supported the scheme on road safety grounds. He also advised the positioning of the gate was likely to be determined by the manoeuvrability of larger/articulated vehicles.

Members concurred with the road safety concerns of the slip lane and supported the scheme.

RESOLVED

(a) that the scheme shown on attached plan no. A12003/001A be approved in principle at an estimated cost of 45,000;

(b) that approval be given to a Traffic Regulation Order to prohibit access to the slip lane, with exemptions for authorised vehicles, being advertised and made and sealed if no objections are received.

*78 South Devon Link Road Progress

The Chief Engineer (Highways and Traffic) updated members on recent progress with the new road since the committee s last update in July 2012. The presentation included:-

- Liaison with the contractors team

- Appointment of Contractor's Public Liaison Officer Tracey Waygood

- On-going ways of keeping members, all interested parties and public informed

- Construction progress (including significant archaeological finds)

- Next period of work

- Aerial photographs of progress to date

Members wishing to receive email monthly news bulletins on progress of the road were asked to contact:- tracey.waygood@gallifordtrysiacjv.co.uk and copies of the aerial photographs would be forwarded to the police representative.

79 LTP Programme

The Committee noted Cabinet previously approved a three year Local Transport Plan Integrated Block programme in December 2011. This programme was now being revised to reflect changing circumstances such as scheme slippage and the need to match fund key bids for new central government funding. A revised programme for 2013/14 and 2014/15 would be submitted to Cabinet in April 2013 and reported to the next available Highways and Traffic Orders Committee.

80 Proposals for the Development of the Parking Dispensation Scheme

The Committee considered the report of the Head of Highways and Traffic Management (HTM/13/27 - text only | pdf HTM/13/27), relating to the scheme launched in November 2011 to manage vehicles parked by contractors (and landlords) undertaking works within restricted parking areas and feedback from all HATOC committees was requested for consideration by Cabinet. The report recommended developing the scheme further to increase its flexibility eg scratch cards.

Members recognised the need to have a scheme and favoured a flexible and least prone to abuse approach and considered the introduction of scratch cards booklet (Option 4 in the report) to be the most practical way forward. Whilst making a charge for the scheme helped to prevent abuse members hoped this would be reasonable given that many small businesses were finding the current economic climate difficult. Members had differing views on whether contractors (and landlords) should be charged from the outset, or whether there should be an initial supply of scratch cards issued free to contractors (and landlords) followed by a charge for subsequent cards.

RESOLVED

(a) that Teignbridge HATOC recommend to Cabinet the introduction of scratch cards (Option 4 of the report) on a reasonable charge basis (from the outset);

(b) that the development of the Parking Dispensation Scheme to allow flexibility for contractors whilst continuing to meet the needs of residents be noted;

(c) that the need for management and a desire to continue developing the scheme particularly in respect of enhancing the scheme to allow greater flexibility for contractors (and landlords) who work reactively or between multiple sites in a single day be noted.

(NB: In accordance with Standing Order 32(4) Councillor Clarance requested that his vote

against the proposed charging in (a) above be recorded).

*81 Newton Road, Kingsteignton - Proposed Pedestrian Crossing Outside Racecourse

The Committee considered the report of the Head of Capital Development and Waste Management (CDW/13/7 - text only | pdf CDW/13/7), proposing a signal controlled Puffin pedestrian crossing at this busy point to provide a safe crossing and facilitate access to existing public transport links for pedestrians and customers/employees of the adjacent superstore, hotel complex and racecourse. This was to be funded by developer contributions (section 106 agreement) and an additional 12,710 from 2013/14 Local Transport Plan Integrated Block budget. Members were disappointed this had been delayed due to protracted negotiations with the superstore.

RESOLVED that the scheme to install a signal controlled pedestrian crossing detailed in layout drawing number B11023/10 and shown in Appendix I of report CDW/13/7 - text only | pdf CDW/13/7 be approved for construction at an estimated cost of 47,710.

*82 Devon County Council (Various Streets, Kenton) (Control of Waiting) Amendment Order

The Committee considered the report of the Head of Highways and Traffic Management (HTM/13/29 - text only | pdf HTM/13/29), proposing no waiting at any time restrictions as requested by Kenton Parish Council to aid vehicular movements for larger vehicles and remove obstructive parking. Members noted the representations (support and objections) received in paragraph 4 and Appendix II of the report.

The local County Councillor welcomed the proposals and explained the use of the restrictions would aid school children particularly on a corner on their walk to school, as well as the church for services.

RESOLVED that the Devon County Council (Various Streets, Kenton) (Control of Waiting) Amendment Order be made and sealed as advertised.

*83 Actions Taken under Delegated Powers

The Committee received the report of the Head of Highways and Traffic Management (HTM/13/6 - text only | pdf HTM/13/6), regarding action since the last meeting to progress traffic orders

ie where traffic order objections had been received, these had been dealt with by consultation with the Chairman and local members in respect of:-

Various Streets Newton Abbot, Residents Parking and Pay Display - experimental traffic regulation order made permanent after consultation with local members and Chairman.

The Chairman reported that Mr John Halliday would shortly be retiring and on behalf of the Committee, placed on record appreciation and thanks to Mr Halliday for his work for this Committee and his long service to the County Council.
