RESOLVED that the minutes of the meeting held on 5 July 2012 be signed as a correct record.

*72 Proposed Residents Parking Various Areas of Newton Abbot

(Mrs White attended the meeting under the County Council s Public Participation Scheme and spoke to this item in favour of Bowden Hill being included in the residents parking scheme)

The Committee considered the report of the Head of Highways and Traffic Management (HTM/13/5 - text only | pdf HTM/13/5), on the review of traffic regulation orders (TRO) within 9 months of the implementation of the scheme requested by this Committee following its consideration on 10 November 2011 (minute *58). Following survey results, resident s requests and local member discussion, informal consultation with local residents was carried out and subsequent formal advertising of amended traffic orders. A summary of objections and comments and the County Council s response was set out in Appendix 1. The report (paragraph 4) also detailed a proposed amendment to Courtenay Road TRO, with a small reduction in length of the double yellow line on the southern side.

The advertised TRO comprised:-

Extending Zone G residents parking into Mount Pleasant Road;

Extending Zone F residents parking scheme into Church Road and the Buller Road area;

Extending Zone B residents parking scheme to include additional properties on East Street; and

Providing additional restrictions to prevent obstructive parking in various roads Newton Abbot.

Specific discussions had also been held with residents of Bowden Hill and had been consulted three times in the last 18 months about inclusion in Permit Zone G and had been invited to respond. Although some residents wished Bowden Hill to be included in the TRO, officers felt it had not been demonstrated that a significant majority wanted this; the initial scheme having been in operation for nearly a year now.

In relation to the contribution from Mrs White, not all residents had appreciated the need to respond to the latest consultation and reasons put forward supporting the inclusion of Bowden Hill included:-

- Bowden Hill residents should have a fair and equal opportunity to park as close as possible to their homes; and

- they should not unfairly compete for parking with permit holders when they parked in Bowden Hill;

- so that day time non resident vehicles were not displaced from Mount Pleasant Road to -Bowden Hill resulting from the revised scheme;

- to help reduce the risk of receiving parking fines when parking near to homes;

- to avoid confusion about where Bowden Hill residents and visitors could park during the day;

- to reduce the likelihood of having to park more than 0.4km drive away on a frequent basis even when spaces available within 30m;

- to ensure residents were not penalised for a scheme not originally beneficial to Bowden Hill;

- to ensure properties were not devalued;

- to avoid becoming an island unable to accommodate the parking needs of Bowden Hill. If there was not sufficient justification to include Bowden Hill residents in Permit Zone G could residents be eligible to apply for a permit for Zone G so they could more frequently park close to their homes.

The Neighbourhood Highway Manager further advised that if Bowden Hill was now to be included in the residents parking scheme/eligible to apply for a permit for Zone G, the traffic orders would need alteration and to be readvertised requiring further resources and delaying the introduction of the whole scheme, which he advised against when other areas of the community had requested the overall scheme proceed without delay. The officer suggested that a solution could be that at the next opportunity for inclusion in proposed future TROs (Appendix 1) there could be further consultation with Bowden Hill residents making it clear the need for residents to respond irrespective of their views.

Members noted that the views of Bowden Hill residents were finely balanced with no clear majority; to date there was some difficulty with evening parking but not particularly day time parking and that extending residents parking into Mount Pleasant Road may alter parking patterns in Bowden Hill.

RESOLVED that traffic regulation orders as detailed on plan nos NAR/P001-01, NAPR/P/001-02, NAPR/P/0002, NAPR/P/003, NAPR/P/004, NAPR/P/005, NAPR/P/0006, NAPR/P/007, NAPR/P/008, NAPR/P/009, NAPR/P/010 and NAPR/P/011 be made and sealed as advertised or amended in report HTM/13/5 - text only | pdf HTM/13/5 and that the residents of Bowden Hill be consulted further on whether they wished to be included in the residents parking scheme within six months of implementation.

RESOLVED that this item be deferred until the next meeting.

*74 Actions Taken under Delegated Powers

The Committee received the report of the Head of Highways and Traffic Management (HTM/13/6 - text only | pdf HTM/13/6), regarding action since the last meeting to progress a number of traffic orders

ie where traffic order objections had been received, these had been dealt with by consultation with the Chairman and local members as listed in the report.
