RESOLVED that the minutes of the meeting held on 2 December 2011 be signed as a correct record.

*75 County Committee Locality Budget 2011/12 and Spend to Date

The Committee considered the report of the County Community Strategy Officer (SC/12/12 - text onlySC/12/12) setting out:

new Locality Budget spending proposals, a summary of approved Locality Budget spending during 2011/12 and the budget position at 3 April 2012

Discretionary Fund spending proposals.

Members noted that Locality Budget and Discretionary Fund spending towards the end of 2012/13 would be subject to the usual conventions applying to Council business in the period running up to the 2013 County Council Elections.

It was MOVED by Councillor Croad, SECONDED by Councillor Hawkins and

RESOLVED

(a) that approval for the Locality Budget and Discretionary Fund spending proposals set out in the report be confirmed;

(b) that the position on the Locality Budget and Discretionary Fund for 2011/12 be noted.

*76 Operation of the Elector Fund

The County Community Strategy Officer reported on progress with Devon Districts on parish clustering and agreeing how to manage the Elector Fund - the experimental fund set at a 1 DCC contribution per elector in each District in 2012/13 - for use by Town and Parish Councils to take forward ideas and projects that would make a difference locally.

The Committee noted that:

South Hams District Council had confirmed that it would make a contribution to the Fund of 10p per elector

draft proposals for managing the Fund locally had been drawn up by South Hams District Council, in consultation with DCC officers, and circulated to all County Councillors representing the South Hams

the working arrangements for the South Hams would be discussed at the Parish Super Cluster meeting on 10 May 2012.

*77 Feedback from District Council and DALC Representatives

Councillor Dredge raised issues relating to alternatives in Devon to the present Standards regime; the future of local railway stations; and wind turbines to which Members responded. He also referred to DALC s 2012 annual conference.

*78 Member Development Steering Group

The minutes of the meetings held on 12 January and 21 March 2012 were noted.

*79 Dates for Future HATOC (and Locality Committee) Meetings

The Committee noted that meetings had been arranged for the following dates:

30 November 2012

19 April 2013

(all Fridays, on the rising of the HATOC, at Follaton House, Totnes)
