A meeting of the South Hams Locality (County) Committee will be held in the Cary Room at the Offices of South Hams District Council, Follaton House, Plymouth Road, Totnes TQ9 5NE on the above date at 10.15am or on the rising of the HATOC (whichever is the later) to consider the following matters.

4. Devon Youth Service (South Hams) - Update

(NB. The People s Scrutiny Committee resolved as follows at its meeting on 15 June 2011: that the Locality (County) Committees be asked to view and comment upon Youth Service provision in their localities and draw to the attention of this Committee issues and any concerns they may have that, in turn, may be taken into account in this Committee s consideration of proposals for the Youth Service to be discussed by the Cabinet in the Autumn, as indicated in the Cabinet Forward Plan )

5. Update to Joint Approach to Working with Town and Parish Councils

County Community Strategy Officer (CCSO) to report (an extract from a report by the South Hams District Council s Chief Executive to the meeting of the South Hams Executive on 13 October 2011 is attached - Page 5 ).

6. Kingsbridge Local Bus Services

As a result of the discussion on local bus services at the meeting of the South Hams HATOC on 29 July 2011, the CCSO arranged a meeting of local Members in Kingsbridge on 18 October 2011 to explain in more detail the constraints, and limited options available, within the current public transport spending levels set by the County Council in February 2011. In addition to being raised at the HATOC, a similar discussion took place at the last meeting of the South Hams Voluntary Sector Forum. Attendance at the Kingsbridge meeting was extended to include representatives from voluntary organisations that attended the Forum so that the concerns could be explored in the round, rather than at separate meetings.

The focus of the discussion on 18th October was about the principles used to determine the overall pattern of reductions and then also the particular impact on services in and around the Kingsbridge area, as well as the connections through the Totnes "hub" to Exeter and to Torbay Hospital. By the end of the meeting the issues had been worked through and a number of actions identified for further consideration.

Members will recall receiving an email from the CCSO that set out the responses to those detailed actions.
