*49 Minutes

RESOLVED that the Minutes of the meeting held on 3 December 2010 be signed as a correct record.

*50 South Hams County Committee Locality Budget for the Financial Year 2010/11 - Confirmation of Spending Proposals and Spend to Date

The Committee considered a report by the County Community Strategy Officer (CX/11/42 - text onlyCX/11/42) setting out recent Locality Budget spending proposals and the budget position at 1 April 2011.

It was MOVED by Councillor Pennington, SECONDED by Councillor Mumford and

RESOLVED

(a) that approval for the spending proposals set out in the report, including those agreed by the Chairman/Vice-Chairman since the last meeting, be confirmed;

(b) that the current budget position for 2010/11 be noted.

*51 Devon Minerals and Waste Development Framework

The Committee considered a report by the Deputy Executive Director of Environment, Economy and Culture (EEC/11/73/HQ - text only | pdf EEC/11/73/HQ) drawing attention to the development by the County Council of separate Core Strategies for minerals and waste for the period to 2031, public consultation on key issues and options and their implications for the South Hams.

It was MOVED by Councillor Croad, SECONDED by Councillor Day and

RESOLVED that the report be noted.

*52 Member Development Steering Group

The Minutes of the meetings held on 12 January and 31 March 2011 were noted.

*53 Feedback from District Council and Devon Association of Local Council Representatives (DALC)

Councillor Crawford (DALC) reported on the Association s activities, referring to the proposed reduction in size of its Executive and the decision to meet any financial shortfalls from reserves.

The South Hams District Council representatives raised an issue relating to the County Council s revised roadside verge grass-cutting regime under which the County Council funded four cuts per year, with an option of further cuts paid for by Parish/Town Councils and/or by local County Councillors through their Locality Budgets (if permissible). Councillors Howarth and Tucker wanted the County Council to be responsible for making a single payment covering all additional cuts, to reduce the administrative burden falling on the District Council. It was noted that the matter was being discussed by officers from both authorities.
