*23 Minutes

RESOLVED that the Minutes of the meeting held on 4 December 2009 be signed as a correct record.

*24 Work Plan/Items Identified for Future Discussion

The Committee discussed how the items in the Work Plan relating to Green Lanes and Maintenance of the Public Realm should be taken forward, and in particular whether any policies should be considered regarding the use of Green Lanes by vehicular traffic. The Area Engineer (South) and the Chief Assistant Engineer (South) were present for the discussion.

It was agreed as follows:

Green Lanes - the Committee to be informed about the Public Rights of Way Improvement Plan as it relates to Green Lanes and neighbouring counties policies;

Maintenance of the Public Realm - the Committee to receive feedback from/make input to work currently taking place on a more joined-up approach by local authorities and other agencies.

*25 Devon Association of Parish Councils Representative

The Chairman welcomed Councillor Charles Crawford, the newly appointed representative of the Devon Association of Parish Councils. Councillor Crawford commented on key issues for the Devon Association of Parish Councils in the South Hams, his background and interests and the bodies on which he served.

*26 Feedback from County Council Representatives on Outside Bodies

The Committee noted that a standard item would be included on future Locality Committee agendas to enable those members serving as representatives of the County Council on other local bodies eg the South Hams Local Children s Trust to report back/raise issues on the activities of those bodies.

*27 Leisure Centre Dual Use Agreements

(Councillor Hawkins declared a personal interest by virtue of being a Governor of the Dartmouth School Federation)

Councillors Howarth and Tucker (South Hams District Council s representatives) raised issues concerning the dual use agreement between Dartmouth Community College and South Hams District Council relating to the Dartmouth Leisure Centre, and the relative use by the College and the general public.

It was suggested that a breakdown of usage of the Leisure Centre should be obtained urgently which could help inform discussions on the matter.

*28 South Hams Strategic Partnership

The Minutes of the meeting of the South Hams Strategic Partnership held on 8 March 2010 were noted.

Further to Note 3 (Information Sharing - Partner Updates), the Community Speed Watch Scheme and the possibility of members making grants towards the Scheme from their Locality Budgets was discussed. It was agreed that the Committee, with a Police representative present, should discuss how the Scheme was working at its December 2010 meeting.

*29 South Hams County Committee Locality Budget for Financial Year 2009/10 - Confirmation of Spending Proposals and Spend to Date

The Committee considered a report by the County Community Strategy Officer (CX/10/55 - text only | pdf CX/10/55):

setting out recent Locality Budget spending approvals, new spending proposals and the budget position at 25 March 2010;

drawing attention to variations made to the operating procedures for Locality Budgets in line with recommendations by the Devon Audit Partnership.

The County Community Strategy Officer reported on further proposals for the use of Locality Budget funds for 2009/10.

The confirmation at the meeting of the Procedures Committee on 2 February 2010 that any underspendings in members Locality Budgets in 2009/10 would be carried forward to 2010/11 was noted.

It was MOVED by Councillor Mumford, SECONDED by Councillor Hawkins and

RESOLVED

(a) that approval for the spending proposals set out in the report, including those agreed by the Chairman/Vice-Chairman since the last meeting, be confirmed;

(b) that the following additional new spending proposals be approved:

The Minutes of the meetings held on 13 January and 18 March 2010 were noted.

*31 Dates/Venues for Future Meetings

The Committee:

(a) noted that meetings had been arranged for the following dates:

30 July 2010

3 December 2010

(both Fridays after the HATOC, at a fixed time)

(b) agreed that the April 2011 meeting should be brought forward to March 2011;

(c) agreed that the venue should be the Cary Room, Follaton House, Totnes.
