A meeting of the South Hams Locality (County) Committee will be held on the above date in the Cary Room at the Offices of South Hams District Council, Follaton House, Plymouth Road, Totnes TQ9 5NE on the rising of the South Hams HATOC to consider the following matters.

2. Minutes of the meeting held on 18 September 2009, attached (Page 5).
3. Items Requiring Urgent Attention
Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.
The Council has extended the membership of its County Committees for a trial period of 12 months, to help District Councils to be better briefed on both local and strategic issues and the further strengthening of relations between all organisations. Two (non-voting) places have been offered to District Councillors and place to a representative of the Devon Association of Parish Councils.
South Hams District Councillors Howarth and Tucker have been appointed accordingly. An appointment by the Devon Association of Parish Councils is awaited.

WHAT CAN WE LEARN?
(During this part of the meeting there will be an opportunity for Members to hear from local communities or groups on local issues or consider any questions or feedback received from individual members of the public)
4. Feedback/Representations
To discuss the level of concern regarding the impact on communities in the South Hams of vehicles misdirected by satnav units onto inappropriate routes and roads. Briefing note To Follow.

(During this part of the meeting Members will consider requests for financial support either from Members Locality Budgets or other sources of funding and respond to/advise local Councils and other organisations on the needs of this locality)
7. Locality Budget 2009/10 - Confirmation of Proposals and Spend to Date

8. Devon County Council Strategic Plan
To consider the implications of the Council s new Strategic Plan for 2009/13. Summary leaflet enclosed.

HOW ARE WE DOING?
(This part of the meeting will enable Members to be kept up-to-date with developments in the locality and monitor the provision of services, to help them identify issues that may need to be addressed or upon which representations may need to be made to influence local and national policy making; complementing the work of other relevant bodies such as the County Council s Scrutiny Committees)
10. Early Years and Childcare Services Update
Tania Skinner, South Hams Area Co-ordinator will:
give a presentation on the work of the Early Years and Childcare Services;
respond to questions raised by Members arising from the briefing report previously circulated.
11. Economic Development Assessments at Market Town Level
Roger Grainger, Community and Strategy Officer, to report.
12. Member Development Steering Group
Minutes of the meeting held on 20 October 2009, attached for information (Page 14).
13. Devon County Council Overview and Scrutiny Committees: Workplan
The County Council s Overview and Scrutiny Workplan has been circulated, attached (Page 16). Members may wish to provide evidence to specific Task Groups or otherwise comment upon specific areas of activity to the appropriate Overview or Scrutiny Committee.
