*72 Minutes

RESOLVED that the minutes of the meeting held on 30 November 2012 be signed as a correct record.

*73 Matter of Urgency: Totnes Town Council: Fore Street/Station Road

(An Item taken under Section 100B(4) of the Local Government Act, 1972)

The Chairman had decided that the Committee should consider this item a matter of urgency in order that members might consider a recent request for a pedestrian crossing in Station Road.

The Head of Highways and Traffic Management reported on a request from the Totnes Town Council for a pedestrian crossing in Station Road for KEVIC pupils and others arising from additional traffic movements resulting from recent traffic management changes in Fore Street and indicated that a pedestrian and traffic count would be undertaken to identify if a controlled crossing was appropriate in the vicinity.

*74 LTP Programme

The Committee noted that the Cabinet had previously approved a three year Local Transport Plan Integrated Block programme in December 2011. This programme was now being revised to reflect changing circumstances such as scheme slippage and the need to match fund key bids for new central Government funding. A revised programme for 2013/14 and 2014/15 would be submitted to Cabinet and reported to the next meeting of this Committee.

*75 Parking Dispensation Scheme

The Committee considered the report of the Head of Highways Traffic Management (HTM/13/43 - text only | pdf HTM/13/43) on the Parking Dispensation Scheme to manage vehicles parked by contractors and others undertaking business within residents parking areas. Four options relating to the dispensation scheme were outlined in the report and Members discussed their relative merits and in particular options 3 and 4.

It was then MOVED by Councillor Croad, SECONDED by Councillor Pennington and

RESOLVED that the Cabinet be informed:

(a) that the development of the Parking Dispensation Scheme to allow flexibility for contractors whilst continuing to meet the needs of residents be endorsed;

(b) that this Committee supports the view that there is a need to continue developing the scheme particularly in respect of enhancing greater flexibility for contractors (and landlords) who work reactively or between multiple sites in a single day and that it would recommend the Scratch Card Option 4, as detailed in the report.

*76 Bus Stop at Shinners Bridge, Dartington

(Ms R Avery (Parish Clerk, Dartington Parish Council) attended the meeting under the Council s Public Participation scheme and spoke to this item)

In accordance with Standing Order 23(2) Councillor Pennington had requested that the Committee consider the location of this bus stop

The Head of Highways Traffic Management reported on a request from the Parish Council to improve pedestrian safety and access to the bus stop outside the Dartington Cider press. There was no accident record at this location which would warrant investigation of an engineering solution (such as a cantilever walkway or a footway on the narrow verge with substantial fencing to protect pedestrians from the adjacent Bidwell Brook). However, subject to consultation with the local bus operator an alternative location for a stop could be considered.

It was then MOVED by Councillor Croad, SECONDED by Councillor Hawkins and

RESOLVED that improvements for pedestrians at this location be investigated further together with the feasibility of the school coach stopping at an alternative location for report to the next meeting.

*77 Extinguishment of Highway, Former A38 at Marley Head, South Brent

The Committee considered the report of the Head of Highways Traffic Management (HTM/13/44 - text only | pdf HTM/13/44) on a proposed extinguishment of a small area of highway beside a former petrol filling station. This section of highway was not extinguished at the time that the A38 dual carriageway had been constructed, although adjacent parts of the highway network were extinguished. The Head of Service reported that the Parish Council had confirmed that it had no objections to the proposal and the local member also reported that the District Council had raised no objection.

It was then MOVED by Councillor Brazil, SECONDED by Councillor Croad and

RESOLVED that no objection be raised to the stopping up of the highway under Section 116 of the Highways Act 1980 at Marley Head, South Brent as shown on drawing SB/MH/01.

*78 Reconfiguration of Traffic Signals Layout at Redworth Junction, Totnes

The Committee considered the report of the Head of Planning, Transport Environment (PTE/13/34 - text only | pdf PTE/13/34) on a proposal to alter the layout of the traffic signals at Redworth Junction, Totnes to provide a fully signalised crossing of the Western Bypass arm of the junction. This would provide a safe, controlled crossing point for pedestrians at the junction and it was necessary to refurbish the junction which had failed in electrical safety terms and required replacement. Members referred to the scope for funding contributions for such schemes from section 106 agreements relating to local development.

It was then MOVED by Councillor Croad, SECONDED by Councillor Hawkins and

RESOLVED

(a) that the proposal to reconfigure the existing traffic signal layout at Redworth Junction in Totnes as proposed in this report be supported in principle; and

(b) that the Cabinet be asked to approve the detailed design of the scheme for construction.

*79 Actions Taken Under Delegated Powers

The Committee noted the report of the Head of Highways and Traffic Management (HTM/13/45 - text only | pdf HTM/13/45) on actions taken in respect of Traffic Orders under delegated powers since the last meeting.

*80 Dates for Future HATOC Meetings

The Committee noted the following dates of meetings: 12 July 2013; 29 November 2013; and 25 April 2014 (all Fridays, 9.30am at Follaton House, Totnes)

*81 Councillor Trevor Pennington and Mr John Halliday

The Chairman reported that Councillor Pennington would not be standing as a County Councillor at the forthcoming County Council elections and that this was also John Halliday s last meeting of this Committee as Neighbourhood Highway Manager. The Committee thanked Councillor Pennington and Mr Halliday for their long and distinguished services and Members wished Mr Halliday a long and happy retirement.
