A meeting of the South Hams Highways and Traffic Orders Committee will be held in the Cary Room at the Offices of South Hams District Council, Follaton House, Plymouth Road, Totnes TQ9 5NE on the above date at 9.30am to consider the following matters.

(In accordance with the County Council s Constitution, the Chairman and Vice-Chairman must be County Councillors)

3. Minutes of the meeting held on 15 April 2011, attached (Page 4).

4. Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.

5. Totnes Residents Parking Scheme

Report of the Head of Highways and Traffic Management (HTM/11/9 - text only | pdf HTM/11/9), attached (Page 8).

6. Bus Services

(a) *39 Bus Services

At the last meeting, Councillor Julian Brazil referred to an unsatisfactory situation which had arisen following the removal of the X64 service from Totnes to Kingsbridge whereby passengers travelling on the X64 from Exeter to Totnes faced a 11/2 hour wait in Totnes for a connection to Kingsbridge, due to the 164 service between Totnes and Kingsbridge leaving 5 minutes before the arrival of the X64 at Totnes.

It was suggested that Kingsbridge Town Council should raise the issue with the operators of the 164 - Tally Ho Coaches based at Kingsbridge.

It was agreed that the Executive Director of Environment, Economy and Culture should be asked to look into the matter and report back to the next meeting of the HATOC.

Neighbourhood Highway Group Manager to report.

(b) Local Bus Service 111 - X81 Dartmouth - Totnes - Marldon - Torquay

In accordance with Standing Order 23(2), Councillor Hawkins has requested that the Committee consider this matter.

7. Demolition and Reconstruction of Dry Bridge A38 (Item requested by Councillor Pennington under Standing Order 23(2)

8. Dates for Future HATOC (and Locality Committee) Meetings

To note that meetings have been arranged for the following dates:

20 April 2012

(both Fridays, 9.30am at Follaton House, Totnes. The Locality Committee to meet after the HATOC)
