A meeting of the North Devon Locality (County) Committee will be held on the above date at 11.00am or on the rising of the North Devon HATOC (whichever is the later) in the Torridge Room at the Civic Centre, Barnstaple to consider the following matters.

1. Apologies for Absence

2. Election of Chairman and Vice-Chairman

(NB. In accordance with the County Council s Constitution, the Chairman and Vice-Chairman must be County Councillors)

3. Minutes of the meeting held on 22 March 20 11, attached (Page 4).

4. Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.

5. WHAT CAN WE LEARN?

(During this part of the meeting there will be an opportunity for Members to hear from local communities or groups on local issues or consider any questions or feedback received from individual members of the public)

Feedback/Representations

(a) Issues to raise at the Locality Committee from Members serving on other bodies as representatives of DCC (for example, Local Children s Trust);

(b) Opportunity for Feedback from District Council Representatives.

6. HOW ARE WE DOING?

(This part of the meeting will enable Members to be kept up-to-date with developments in the locality and monitor the provision of services, to help them identify issues that may need to be addressed or upon which representations may need to be made to influence local and national policy making; complementing the work of other relevant bodies such as the County Council s Scrutiny Committees)

(a) Management of the Tarka Trail: Presentation by the North Devon AONB and Biosphere Service.

(b) Waste Disposal and Waste Planning in North Devon: Report of the Head of Planning, Transport and Environment (PTE/11/4 - text only | pdf PTE/11/4), attached (Page 8).

7. HOW CAN WE HELP?

(During this part of the meeting Members will consider requests for financial support either from Members Locality Budgets or other sources of funding and respond to/advise local Councils and other organisations on the needs of this locality)

(a) North Devon County Committee Locality Budget 2010/11 Outturn and Spend to Date for 2011/12

Report by the County Community Strategy Officer (CX/11/48 - text onlyCX/11/48), attached (Page 11).

(b) Devon Special Olympics 2012: Update by Councillor Mrs Suzanne Haywood, North Devon Council.

8. OTHER MATTERS

(a) Member Development Steering Group: Minutes of the meeting held on 31 March 2011, attached for information (Page 18).

(b) Cabinet Forward Plan: The Committee asked for the Cabinet s Forward Plan to be circulated with future agendas. The current Forward Plan is attached (Page 20) and available on the DCC website at: http://www.devon.gov.uk/forward_plan4.pdf
