RESOLVED that the Minutes of the meeting held on 23 March 2010 be signed as a correct record.

*27 Agenda Item 5 - What Can We Learn?

During discussion, it was suggested that wider publicity should be given to the opportunity for local communities, groups or individuals to raise local issues at meetings of the Locality Committee. Alison Boyd, Locality Development Officer, said that she would follow up ways of encouraging greater community involvement and would liaise with the Devon Association of Local Councils. She would circulate an invitation to Locality Committee members to attend a DALC workshop at the Castle Centre, Barnstaple on 21 July 2010.

*28 Developing Resilience in Devon Communities

Richard Horne, Emergency Planning Manager, gave a presentation aimed at promoting the development by Parish Councils of local emergency plans, raising awareness amongst Locality Committee members about the support available to help generate good quality plans and encouraging them to market the opportunity to Parish Councils. The presentation covered the following: the emergency planning hierarchy; risk assessment and emergency planning; flood planning for high risk communities; community emergency planning - strategy, what you can do, support materials; and latest developments.

The Committee noted the presentation and acknowledged the value of local emergency plans and greater community resilience, particularly in the light of last winter s severe weather conditions. Matters raised during discussion included: member involvement; greater focus on animal diseases; sharing good practice; and publicity arrangements.

*29 Devon Special Olympics 2012

(Councillor Haywood declared a personal interest by virtue of his wife s possible membership of an events committee)

Councillor Haywood drew attention to a proposal to hold a Special Olympics in North Devon in 2012 for disabled young persons. Councillor Haywood was enthusiastic about the proposal which could benefit many young people and raised the possibility of members supporting the event from their Locality Budgets. He indicated that the event was still at the initial planning stage and that he would report back to the next meeting of the Locality Committee in October when more information would be available. The Committee noted the position.

*30 Locality Budget 2009/10 Outturn and Spend to Date for 2010/11

The Committee considered a report by the County Community Strategy Officer (CX/10/71 - text onlyCX/10/71):

drawing attention to the Locality Budget outturn for 2009/10 (Appendix 1);

setting out recent Locality Budget spending approvals and the budget position at 9 June 2010 (Appendix 2).

Appendix 1 identified the total spend by members in 2009/10, highlighted the value of the match funding secured and showed the number of community based projects to benefit from Locality Budget funding.

Alison Boyd, Locality Development Officer, reported on further proposals for the use of Locality Budget funds for 2010/11.

It was MOVED by Councillor Cann, SECONDED by Councillor Yabsley and

RESOLVED

(a) that the position regarding the outturn for 2009/10 be noted;

(b) that approval for the spending proposals set out in the report, including those agreed by the Chairman/Vice-Chairman since the last meeting, be confirmed;

(c) that the following additional new spending proposals be approved:
