A meeting of the North Devon Locality (County) Committee will be held on the above date in the Torridge Room at the Civic Centre, North Walk, Barnstaple on the rising of the North Devon HATOC to consider the following matters.

PART I OPEN COMMITTEE

1. Apologies for Absence

2. Minutes of the meeting held on 3 December 2009, attached (Page 5).

3. Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.

The Council has extended the membership of its Locality Committees for a trial period of 12 months, to help District Councils to be better briefed on both local and strategic issues and the further strengthening of relations between all organisations. Two (non-voting) places have been offered to District Councillors and one (non-voting) place to a representative of the Devon Association of Parish Councils.

Councillors Luggar and Tucker have been appointed by North Devon Council. Councillor Herbie Geen of North Molton has been appointed by the Devon Association of Parish Councils.

(a) Introduction to Devon Association of Parish Councils and Issues in North Devon - Councillor Herbie Geen

(b) Adult and Community Services Update

Councillor Stuart Barker, Cabinet Member for Adult and Community Services (NB At the last meeting it was agreed to invite the Cabinet Member for ACS to this meeting to discuss future residential and domiciliary care provision in North Devon)

Keri Storey, Assistant Director of Health and Social Care, Northern Devon

(c) Work of the Barnstaple Poverty Action Group - Phil Davey, BPAG Manager

(d) Issues to raise at the Locality Committee from Members serving on other bodies as representatives of DCC (for example, Local Children s Trust)

HOW CAN WE HELP?

(During this part of the meeting Members will consider requests for financial support either from Members Locality Budgets or other sources of funding and respond to/advise local Councils and other organisations on the needs of this locality)

5. Locality Budget 2009/10 - Confirmation of Spending Proposals and Spend to Date

HOW ARE WE DOING?

(This part of the meeting will enable Members to be kept up-to-date with developments in the locality and monitor the provision of services, to help them identify issues that may need to be addressed or upon which representations may need to be made to influence local and national policy making; complementing the work of other relevant bodies such as the County Council s Scrutiny Committees)

6. Member Development Steering Group

Minutes of the meeting held on 13 January 2010, attached for information (Page 16).

7. Cabinet Forward Plan

At its last meeting, the Committee asked for the Cabinet s Forward Plan to be circulated with future agendas. The current Forward Plan is attached (Page 18) and available on the DCC website at: http://www.devon.gov.uk/forward_plan4.pdf
