A meeting of the North Devon Highways and Traffic Orders Committee will be held on the above date at 10.00 am in The Civic Centre, Barnstaple to consider the following matters.

Joint Report of the Head of Planning, Transportation Environment and the Head of Highways, Capital Development Waste Management (PTE/13/45 - text only | pdf PTE/13/45) summarising the proposed local schemes programme for the Market and Coastal Towns and Rural Devon Foundation element of the Local Transport Plan Integrated Block for 2013/14 in the North Devon area, attached (Page 5).

8. Old Torrington Road/Shorelands Road Junction, Barnstaple

Report of the Head of Highways, Capital Development and Waste (HCW/13/4 - text only | pdf HCW/13/4) on the introduction of the roundabout, results of a survey undertaken by the previous local county councillor and proposed approval for seeking developer funding to improve the current highway layout (Page 9).

9. Police Policy for Enforcement of Car Parking on Public Footpaths in North Devon (Minute *93)

At the last meeting of the previous committee it was resolved

that a report on the issues be made to the next meeting to include powers of Civil Enforcement Officers and that the Local Police Area Commander be also invited to provide any operational guidance on enforcement against car parking causing an obstruction on the footway and the powers of enforcement by Police Community Services Officers

10. Suggested changes in the times of traffic restricted access to The Strand Barnstaple (Minute *94)

At the last meeting of the previous committee it was resolved

that the Head of Highways and Traffic Management in consultation with the Chairman and Local County Councillor give further consideration to the implications of varying the times of limited access to the Strand for report to a future meeting.

Questions to the Cabinet/Public Participation

A Member of the Council may ask the Leader of the Council or the appropriate Cabinet Member a question about any subject for which the Leader or Cabinet Member has responsibility.

Any member of the public resident in the administrative area of the county of Devon may also ask the Leader a question upon a matter which, in every case, relates to the functions of the Council. Questions must be delivered to the Office of the Chief Executive Directorate by 12 noon on the fourth working day before the date of the meeting. Emergencies

In the event of the fire alarm sounding leave the building immediately by the nearest available exit, following the fire exit signs. If doors fail to unlock press the Green breakglass next to the door. Do not stop to collect personal belongings, do not use the lifts, do not re-enter the building until told to do so.
