*9 Minutes

RESOLVED that the Minutes of the meeting held on 25 September 2009 be signed as a correct record.

*10 Membership

It was reported that North Devon Council had appointed Councillor John Mathews to serve on the HATOC in place of Councillor Crabb.

The Chairman welcomed Councillor Mathews to his first meeting.

*11 Devon on the Move Devon Local Transport Plan (DLTP)

Ilfracombe Junior School, Highfield Road Zebra Crossing

Scheme for Formal Approval

The Committee considered a report by the Area Engineer (North) (EEC/09/290/HQ - text only | pdf EEC/09/290/HQ) on a proposal to provide a zebra crossing in Highfield Road, Ilfracombe.

The scheme would improve safety outside Ilfracombe CofE Primary School and provide a pedestrian link to the High Street shopping area.

It was MOVED by Councillor Fowler, SECONDED by Councillor Greenslade and

RESOLVED that the scheme for providing a zebra crossing in Highfield Road, Ilfracombe, as shown on the attached drawing no. EATS(N)475 04 00 be approved at an estimated cost of 26,600.

*12 Proposed 40mph Speed Limit on A361 at Portmore Roundabout

The Area Engineer (North) referred to a proposal to implement a 40mph speed limit on the A361 North Devon Link Road approaches to Portmore Roundabout on the outskirts of Barnstaple which had arisen from The Country Mile road safety project. The Chairman and Councillor Edgell, the local County Councillor, on being consulted by the Area Engineer (North) regarding the proposed public advertisement of a Traffic Order under delegated powers, had asked that the proposal be considered by the Highways and Traffic Orders Committee.

The Area Engineer (North) outlined the scheme and displayed plans. Members did not support the proposed Traffic Order on the grounds of: lack of justification; precedent for further restrictions on the North Devon Link Road; road safety implications; and the configuration of the scheme. Councillor Edgell reported that Landkey Parish Council was opposed to the Traffic Order.

It was MOVED by Councillor Yabsley, SECONDED by Councillor Edgell and

RESOLVED that the Area Engineer (North) be asked to investigate, and report back on, alternatives to the currently proposed scheme.
