Councillor Yabsley was elected Chairman for the ensuing year.

*3 Minutes

RESOLVED that the Minutes of the meeting held on 24 March 2009 be signed as a correct record.

*4 Induction

The Committee received a presentation from the Area Engineer (North) on the Devon Local Transport Plan as it related to the North Devon area and the workings of Highways and Traffic Orders Committees.

The Committee noted the proposed reduction of HATOC and County Committee meetings from four to three per year and asked that the three meetings be held in June, November and March.

Devon on the Move, Devon Local Transport Plan - Scheme for Formal

Approval

The Committee considered a report by the Area Engineer (North) (EEC/09/208/HQ - text only | pdf | supplementary information EEC/09/208/HQ) seeking approval for a scheme to construct a Toucan signal controlled crossing on the A3125 at Sticklepath Hill, Barnstaple.

The crossing was the first phase of the Barnstaple Town Centre to Roundswell/Bickington cycle route.

It was MOVED by Councillor Cann, SECONDED by Councillor Davis and

RESOLVED that the scheme shown on drawing EATS(N)383/4/0 be approved at an estimated cost of 42,200.

*6 Toucan Crossing, A39 Eastern Avenue, Barnstaple

Devon on the Move, Devon Local Transport Plan - Scheme for Formal Approval

The Committee considered a report by the Area Engineer (North) (EEC/09/209/HQ - text only | pdf | supplementary information EEC/09/209/HQ) seeking approval for a scheme to construct a Toucan signal controlled crossing on Eastern Avenue, Barnstaple.

The scheme would provide an improved pedestrian and cycle link across the A39 from the Forches estate to the local cycle network and The Park Community School. A contribution of nearly 31,000 had been received from a developer in line with a condition of a planning consent.

It was MOVED by Councillor Cann, SECONDED by Councillor Davis and

RESOLVED that the scheme shown on drawing EATS(N)479/1/0 be approved at an estimated cost of 48,500.

It was proposed that, with effect from the next meeting, HATOC meetings should start at 10.00am and that the County Committee should meet on the rising of the HATOC (with the order of meetings being reversed if appropriate).

*8 PC Nick Porter

The Area Engineer (North) reported that PC Nick Porter, Road Casualty Reduction Officer, Northern Devon Area, was due to retire shortly. The Committee thanked PC Porter for the contribution he had made to road safety in North Devon and expressed their best wishes for the future.
