Councillor Fowler was elected Chairman for the ensuing year.

(a) Confirmation
RESOLVED that the Minutes of the meeting held on 25 March 2008 be signed as a correct record.
(b) Matters Arising:
(i) Minute *51 - Capital Drainage Programme 2007/08 - North Devon
The Area Engineer (North) reported that good progress was being made on the implementation of drainage schemes and that the programme should be completed by September 2008. He responded to issues raised by members on individual schemes/drainage problems.
(ii) Minute *54 Traffic Issues in Braunton
The Area Engineer (North) reported on progress on the delivery of the Braunton Community Travel Plan and the feasibility study regarding a Park and Ride scheme.
(iii) Minute *55 - Parking Problems, Chaddiford Lane, Barnstaple
The Area Engineer (North) indicated that discussions were still taking place and that he would report back to the next meeting.

Devon Local Transport Plan - Scheme for Formal Approval
Proposed Junction Improvement at Taw Vale, Barnstaple
The Committee considered a report by the Area Engineer (North) (EEC/08/165/HQ - text only | pdf EEC/08/165/HQ) seeking scheme approval for traffic management works at Taw Vale, Barnstaple.
The scheme entailed the construction of a mini-roundabout at the junction of Taw Vale and Litchdon Street, splitter islands on the approaches in Taw Vale and the introduction of permanent signing at the junction. It would complete the works needed to support the major traffic management changes within the town centre and the one way traffic restriction in Litchdon Street introduced under the Strand/Square enhancement scheme by providing a facility for vehicles to turn.
Further to recommendation (b) in the report, the Area Engineer (North) reported that no response had been received from the frontagers of Taw Vale to the consultation on the scheme.
It was MOVED by Councillor Greenslade, SECONDED by Councillor Haywood and
RESOLVED
(a) that the results of the consultation with the frontagers of Taw Vale be noted;
(b) that the construction of the scheme shown on plan no. EATS(N)415-03-00 displayed at the meeting at an estimated cost of 75,500 be approved.

Devon Local Transport Plan
Proposed Cycleway, Power Station Lane, Yelland, Fremington
The Committee considered a report by the Area Engineer (North) (EEC/08/167/HQ - text only | pdf EEC/08/167/HQ) seeking approval for a new cycleway/footway scheme along the private road which served as an access to the former power station at the above location.
The proposed cycleway/footway would provide a link to the National Cycle Network Tarka Trail from the B3233 at West Yelland. The land involved had been dedicated to the County Council as part of a Section 106 agreement. It was pointed out that the route ran along the eastern verge of the private road rather than its western side as indicated in the report.
Members raised issues relating to the cost of the scheme and procurement arrangements which the Area Engineer (North) said he would follow up.
It was MOVED by Councillor Greenslade, SECONDED by Councillor Tucker and
RESOLVED
(a) that the scheme shown on drawing number EATS(N) 419/10 be approved at an estimated cost of 115,000;
(b) that a planning application be made for the scheme as a County Matter.
