*50 Minutes

RESOLVED that the Minutes of the meeting held on 11 December 2007 be signed as a correct record.

*51 Urgent Business: Capital Drainage Programme 2007/08 North Devon

(Item taken under Section 100B(4) of the Local Government Act, 1972)

The Chairman had decided that the Committee should consider this item as a matter of urgency because of the need for the issues involved to be addressed as soon as possible.

The Area Engineer (North) circulated a list of capital drainage schemes either completed or being considered for funding and responded to issues raised by members during discussion.

*52 Devon on the Move Devon Local Transport Plan (DLTP)

Proposed Programme for 2008/09

The Committee considered a report by the Area Engineer (North) (EEC/08/83/HQ - text only | pdf EEC/08/83/HQ) outlining the proposed programme for the third year of Devon on the Move , the statutory Local Transport Plan for Devon for 2006 -2011.

The Area Engineer (North) responded to various highway issues raised by members during discussion.

It was MOVED by Councillor Davis, SECONDED by Councillor Jenkins and

RESOLVED

(a) that the funding provisions approved by the Executive on 26 February 2008 under Report EEC/08/35/HQ - text only | pdf EEC/08/35/HQ ("Devon on the Move" Devon Local Transport Plan Proposed Programme for 2008/09) and the overall programme for the North Devon HATOC area totalling 4,975,000 be noted;

(b) that the local allocations for the North Devon HATOC area for School Travel Plans, Public Transport Facilities and Local Access Improvements, as listed in the table in Paragraph 5 of Report EEC/08/83/HQ - text only | pdf EEC/08/83/HQ, be approved.

*53 Road Safety Audit Process and Procedures

(Councillor Greenslade declared a personal interest by virtue of being a member of the Devon and Cornwall Police Authority)

The Committee received a presentation from Mr T Hipwell, Collision Investigation Officer and Mr M James, Highway Safety Auditor, both from the Environment, Economy and Culture Directorate, on the road safety audit process and procedures in Devon County Council.

The presentation covered:

definitions of road safety engineering, collision investigation and highway human factors;

what is the safety audit process? ;

why, where and when do we safety audit? ;

Police road death investigation manual 2007;

who conducts safety audits? ;

aims and benefits.

The presenting officers and the Area Engineer (North) responded to issues raised by members during discussion.

It was MOVED by Councillor Haywood, SECONDED by Councillor Jenkins and

RESOLVED that the presentation be noted.

*54 Traffic Issues in Braunton (Minute *39(a)/21 June 2007)

(Councillor Chugg declared a personal interest by virtue of being the District Councillor for the Braunton (West) Ward)

The Committee considered a report by the Area Engineer (North) (EEC/08/84/HQ - text only | pdf EEC/08/84/HQ):

outlining key traffic management issues affecting Braunton;

providing an update on the work already undertaken and identifying future work and issues that would have an impact on the community.

The report covered:

progress on the implementation of the Braunton Community Travel Plan;

key changes since the development of the Travel Plan;

the impact of the opening of the Barnstaple Western Bypass on traffic flows between Braunton and Barnstaple;

future traffic monitoring and management;

the management of the redevelopment of the old Brannoc Fibres site (and any other major developments);

DLTP schemes to be delivered in Braunton in 2007/08;

air quality and parking management.

The Area Engineer (North) circulated further information relating to traffic monitoring in/ journey times through Braunton.

It was MOVED by Councillor Fowler, SECONDED by Councillor Tucker and

RESOLVED

(a) that the report be noted;

(b) that the following be supported:

the continued delivery of the Braunton Community Travel Plan;

the active monitoring and management of traffic in Braunton;

the traffic mitigation of any major new developments;

(c) that a report be made to a future meeting regarding the feasibility of a Park and Ride scheme in the Braunton area to serve local beaches.

*55 Parking Problems, Chaddiford Lane, Barnstaple

(Councillor Manuel declared a personal interest by virtue of being a resident of Chaddiford Lane)

Councillor Greenslade drew attention to problems caused by a combination of heavy traffic and illegal parking in Chaddiford Lane, Barnstaple.

The Area Engineer (North) undertook to look into the issues raised.
