RESOLVED that the minutes of the meeting held on 12 December 2006 be signed as a correct record.

*30 Devon on the Move Devon Local Transport Plan (DLTP) Proposed Programme 2007/2008


The Committee considered the report of the Area Engineer (Northern) (EEC/07/105/HQ - text only | pdf EEC/07/105/HQ) on the Government Allocations for the Devon Local Transport Plan 2006 2011 and programmes for highway and transport improvements for 2007/08. The total allocation for Devon in 2007/8 was 33.197m of which 2.839m was allocated for the North area. The report outlined progress with implementation of the previous 5 Year Plan and national priorities. The proposals from the Towns, Villages and Rural Communities Programme for North Devon totalled 164,000 including proposals for School Travel Plans, Public Transport Facilities and Local Access Improvements. This included an element of over programming to allow for slippage in the programme as well as forward design on schemes to be delivered in future years.

Members asked questions relating to allocations between the HATOCS agreed by the Executive and on local issues within the proposed Local Access Improvement programme for which, it appeared for some individual schemes in part, members might have considered funding from within their delegated budgets. This aspect would need further clarification from officers. Update reports would be provided on the proposed programmed projects.

It was MOVED by Councillor Greenslade and SECONDED by Councillor Mrs Tucker and

RESOLVED that the Committee

(a) notes the funding provisions which have been approved by Executive report EEC/07/39/HQ - text only | pdf EEC/07/39/HQ ("Devon on the Move" Devon Local Transport Plan - Proposed Programme for 2007/08), as described in sections 1 to 7 of the report;

(b) approves the local allocations for the North Devon HATOC area, as listed in the table in section 8 of the report.

*31 Devon Local Transport Plan Scheme for Formal Approval Sheiling Road Cycle Footway Link

The Committee considered the report of the Area Engineer (Northern) (EEC/07/106/HQ - text onlyEEC/07/106/HQ) on a proposed link for cyclists and pedestrians from Roundswell and Bickington to the Tarka Trail.

Councillor Cann referred to a nearby footpath, the use of which would be made redundant by the proposed scheme and therefore consideration could be given to its extinguishment.

It was MOVED by Councillor Cann and SECONDED by Councillor Greenslade and

RESOLVED that the scheme shown on drawing number EATS (N) 317/2/1 be approved at a revised cost of 113,000.

*32 Highway Extinguishment, St John s Lane, Barnstaple

The Committee considered the report of the Area Engineer (Northern) (EEC/07/107/HQ - text onlyEEC/07/107/HQ) on the proposed stopping up of the highway rights under section 116 of the Highways Act 1980. Members referred to potential value to the County Council of the highway land proposed to be stopped in terms of access for the adjacent property owner.

It was MOVED by Councillor Cann and SECONDED by Councillor Greenslade and

RESOLVED that the highway rights over the length of St John s Lane shown on plan no. MAIN (N) 622/0 be stopped up, subject to clarification from officers in terms of any additional value the County Council might accrue by its extinguishment.

*33 On Street Pay and Display Parking Charges

(Councillor Greenslade declared a personal interest as a member of the Police Authority in so far as this item related to enforcement issues)

The Committee considered the report of the Area Engineer (Northern) (EEC/07/108/HQ - text onlyEEC/07/108/HQ) on the proposed change to charges for on street pay and display in Barnstaple in accordance with the resolution of the Executive in August 2005 that charges be reviewed each year.

Members discussed parking enforcement issues, the recruitment of additional Police Support Community Officers and future proposals relating to decriminalisation and enforcement by County Council staff in joint working with the district local authorities; and issues relating to the effect of the proposed charges particularly on Sundays.

It was MOVED by Councillor Greenslade and SECONDED by Councillor Tucker and

RESOLVED that the changes to on-street pay and display charges as shown in appendix 1 be agreed for advertising by Notice and Implementation as soon as practicable after 1 April 2007.

(Councillors Cann and Ms Davis requested that their votes against the decision taken be recorded

(Councillors Brailey, Mcbeth and Yabsley requested that their abstentions be recorded)

*34 Action Taken Under Delegated Powers

The Committee noted the report of the Area Engineer (Northern) (EEC/07/109/HQ - text onlyEEC/07/109/HQ) on actions taken under delegated actions since the last meeting and where appropriate in consultation with the Chairman and Vice Chairman.

*35 Date of Next Meeting

The Committee noted that the next meeting would be held on Thursday 21 June 2007 at 11 am.
