*14 Election of Chairman and Vice Chairman

RESOLVED that Councillor Fowler be elected Chairman and Councillor Tucker Vice Chairman for the ensuing year.

*15 Minutes

RESOLVED that the minutes of the meeting held on 28 March 2006 be signed as a correct record.

*16 Mr David Netherway

The Chairman reported the impending retirement of Mr Netherway and Members paid tribute to his long and dedicated service to the County Council and their wish for a happy retirement.

*17 Tawstock Parish: Gutter Clearing

(An item taken under Section 100B(4) of the Local Government Act 1972)

The Chairman had decided that the Committee should consider this item as a matter of urgency at the request of Councillor Brailey.

Councillor Brailey reported on concerns about the quality of recent gully and gutter clearance work by the approved contractor in the Parish. The Local Services Officer reported that the contract would be shortly subject to a re-tendering and that quality assurance was an important factor within that process. All local Parishes has been written to in February 2006 and that yellow cards had also been distributed which asked for information about the contractor s performance and priority areas for use by the LSO and the contractor. Members acknowledged the importance of effective communication between parishes and the contractor/LSO and agreed that they would bring the cards to the attention of their parish clerks and report any further concerns to the LSO.

*18 Heavy Vehicles at Roachill, Knowstone

The Committee considered the report of the Local Service Officer (Barnstaple) (EEC/06/20/LSO - pdf EEC/06/20/LSO) on the effect of heavy goods vehicles passing through the hamlet of Roachill, Knowstone and on the results of a trial restricting larger vehicles using the route.

Members thanked the officers on their consultations with this community and work in setting up the trial.

It was Moved by Councillor Cann, Seconded by Councillor Greenslade and

RESOLVED that the report on the consultation exercise be noted and officers investigate the introduction of minor changes to road markings to reinforce the effectiveness of the existing traffic calming feature.

*19 Footway/Cycleway Bridge, Pilton Park, Barnstaple Proposed Bridgeworks Scheme

(Councillors Cann, Miss Davis, Fowler, Greenslade, Haywood and Tucker declared personal interests by virtue of being District Council Members)

The Committee considered the report of the Local Service Officer (Barnstaple) (EEC/06/21/LSO - pdf EEC/06/21/LSO) on a scheme to construct a new footpath and cycleway bridge across the River Yeo connecting the Housing Development at the former RGB Site to Pilton Park.

It was Moved by Councillor Greenslade, Seconded by Councillor Cann and

RESOLVED that the Scheme shown on plan BM (4861)/102 be approved at an estimated cost of 182,500.

*20 Devon on the Move, Devon Local Transport plan (DLTP) A39 Pilton Junction, Barnstaple Proposed Highway Improvement Scheme

The Committee considered the report of the Local Service Officer (Barnstaple) (EEC/06/23/LSO - pdf EEC/06/23/LSO) on a scheme to make alterations to the A39 in the vicinity of the junction at Pilton Bridge and St Georges Road, Barnstaple.

It was Moved by Councillor Greenslade, Seconded by Councillor Miss Davis and

RESOLVED

(a) that the scheme on plan EATS(N)305-4-4 be approved at an estimated cost of 120,000;

(b) that officers investigate the introduction of a painted Box junction at this location, to assist traffic flows.

*21 Devon on the Move, Devon Local Transport plan (DLTP) Sticklepath Terrace, Barnstaple Proposed Highway Improvement Scheme

The Committee considered the report of the Local Service Officer (Barnstaple) (EEC/06/24/LSO - pdf EEC/06/24/LSO) on a proposed scheme to implement changes to parking layout, pedestrian and cycle facilities and road safety work in the Sticklepath Terrace area of Barnstaple.

It was Moved by Councillor Haywood, Seconded by Councillor Brailey and

RESOLVED

(a) that a scheme shown on plan EATS(N)331-8-0 be approved at an estimated cost of 30,000;

(b) that approval be given to the advertising of the necessary Traffic Regulation Orders including a residents Parking Scheme, On Street Pay and Display and the implementation of a 20 mph speed limit zone subject to there being no significant objections;

(c) that a review of the County Council s policy and implementation of the residents parking schemes in Barnstaple be made to a future meeting of this Committee (in approximately six months).

*22 Devon on the Move, Devon Local Transport plan (DLTP) Proposed Highway Maintenance and Improvement Scheme at A3123 Seven Ash, Combe Martin

The Committee considered the report of the Local Service Officer (Barnstaple) (EEC/06/25/LSO - pdf EEC/06/25/LSO) on a proposed highway maintenance and improvement scheme at Seven Ash, Combe Martin and associated land acquisition for road widening.

The local and other members welcomed the scheme and its contribution to safety on this road.

It was Moved by Councillor Fowler, Seconded by Councillor Miss Davis and

RESOLVED

(a) that the Committee note the scheme shown on plan no. EATS(N)333-07-00 and EATS(N)333-08-00 at an estimated cost of 625,000;

(b) that approval be given to the purchase of land needed for the scheme and the use of compulsory purchase powers should land acquisition be agreement not be forthcoming.

*23 Actions Taken Under Delegated Powers

The Committee noted the action of the Local Service Officer taken under delegated powers since the last meeting:

Advertising of Traffic Regulation Orders as follows:

(a) Proposed 20 mph and 30 mph Speed Limits, Lee and Lincombe, Ilfracombe

(b) Proposed extension of 30 mph Speed Limit on New Barnstaple Road and Old Barnstaple Road, Ilfracombe

(c) Proposed Clearway Order from Putsborough Sands to Croyde

*24 Dates of Future Meetings
