RESOLVED that the Minutes of the meeting held on 28 June 2005 be signed as a correct record.

*11 Devon on the Move , Devon Local Transport Plan (DLTP) Proposed Programme for 2006/07

The Committee considered the report of the Local Service Officer (Barnstaple) (ED/06/15/LSO - pdf ED/06/15/LSO) on the Devon Local Transport Plan for the period 2006-2011 and the proposed allocation for this Hatoc s area. Borrowing approval had been given totalling 30.698m in 2006/7 for Devon covering highway maintenance, bridge assessment/strengthening and integrated transport. The proposed allocation for the Committee totalled 3,940m and the individual proposed schemes were reported along with achievements in 2004/5.

In respect of Public Transport Facilities Members referred to the support of parish councils which the Committee hoped would continue in the future.

It was MOVED by Councillor Fowler, duly SECONDED and

RESOLVED

(a) that the funding provisions which have been approved by the Executive Committee report ED/06/33/HQ - pdf | supplementary information ED/06/33/HQ ("Devon on the Move" Devon Local Transport Plan - Proposed Programme for 2006/07), as described in sections 1 to 7 of the report, be noted;

(b) that the local allocations for the North Devon HATOC area, as listed in the table in section 8 of the report, be approved.

*12 Residents Parking Schemes in Barnstaple - Report of Comments and Objections Received to Advertised Traffic Regulation Orders

(Councillors Greenslade and Haywood declared personal interest in this item by virtue of their membership of North Devon District Council)

The Committee considered the report of the Local Service Officer (Barnstaple) (ED/06/16/LSO - pdf ED/06/16/LSO) on the responses to recent advertisements of a series of proposed changes to the residents Parking Schemes in Barnstaple and some minor associated Traffic Regulation changes.

It was MOVED by Councillor Fowler, duly SECONDED and

RESOLVED that the County of Devon Orders be made and sealed as set out in report ED/06/16/LSO - pdf ED/06/16/LSO subject to the amendments detailed in (b) below:

(a) (Various Streets, Pottington Area, Barnstaple) (Parking Places and Control of Waiting) Order be implemented as advertised;

(b) (Various Streets, Pilton and Pottington Areas, Barnstaple) (Parking Places and Traffic Regulation) Order be implemented as advertised apart from that part of the west side of Pilton Street which will remain as it is ie: 1 hour Limited Waiting 9am to 5pm Monday to Saturday.

(c) (Various Streets, Hillsview Area, Barnstaple) (Parking Places, Control of Waiting, Loading and Unloading Order) be implemented as advertised subject to a review after 6 months of operation;

(d) (Various Streets, Coronation Street Area, Barnstaple) (Parking Places and Control of Waiting) Order be implemented as advertised;

(e) (Various Streets, Grosvenor Street Area, Barnstaple) (Residents' Parking Places and Control of Waiting) Order be implemented as advertised;

(f) (Derby Road, St Mary's Road, St George's Road and Adjoining Streets, Yeo Vale Area, Barnstaple) (Parking Places and Control of Waiting) Order be implemented as advertised ;

(g) (Litchdon Street and Various Streets, Barbican Area, Barnstaple) (Parking Places and Control of Waiting) Order be determined through the delegated powers procedure or considered by this committee if there is a significant level of objection

*13 Action Taken Under Delegated Powers

The Committee received the report of the Local Services Officer (Barnstaple) on the actions taken under delegated powers for the period. A member referred to the need for consultation by the officers on local issues.

RESOLVED that the report be noted.

*14 Dates of Future Meetings

The Committee agreed the following dates:

Wednesday, 28 June (changed from the calendared date of Tuesday, 27 June); Wednesday, 27 September; Tuesday, 12 December 2006 and Tuesday, 27 March 2007

All meetings to start at 11am.
