*71 Mid Devon County Discretionary Fund Spending Proposals

The Committee considered the report of the Head of Services for Communities (SC/11/24 - text onlySC/11/24) on proposals for allocating funds from the Mid Devon Discretionary Fund of 29,700. The Fund had been allocated by Cabinet for the benefit of residents of the Mid Devon area. Mr Werner, from the Villages and Action Group, attended and made a presentation in support of the Group s bid of 4,750 towards their Threads project. Members asked detailed questions about the project such as the impact, spending breakdown and how the communities themselves would benefit.

It was MOVED by Councillor Hannon, SECONDED by Councillor Radford and

RESOLVED

(a) that the allocations of funding from the Discretionary Fund be made as a Committee and not divided between Members for individual allocations;

(b) that further to an allocation of 1,500 to the Stop a Thief scheme agreed at the last meeting (Minute *64 refers) allocations from the remainder of the Fund ( 28,200) be agreed as follows:

(i) 12,000 be allocated for Youth Service provision as set out in paragraph 2 of the report, namely enabling enhanced youth provision at Crediton, Cullompton and Tiverton Youth Centres;

(ii) 5,000 be set aside for Villages in Action Group, subject to the Group making a further submission which takes their work direct to rural villages rather than via the three centres of population in Mid Devon (Crediton, Cullompton and Tiverton) and being agreed with Members by email;

(iii) 6,200 be set aside for Community Transport subject to more specific proposals being identified and being agreed with Members by email;

(iv) the remaining 5,000 be retained as a buffer for possible allocation at a later date.


*72 Alexandra Lodge, Tiverton

(Councillor Knowles declared a personal interest in this item by virtue of being a member of the Tiverton Almshouse Trust)

The Committee considered the briefing note from Strategic Commissioning Manger (Housing), Devon County Council on the background to developing Alexandra Lodge, Tiverton, as an extra care housing scheme together with Mid Devon District Council and Tiverton Almshouse Trust. Ms Elizabeth Fathi, Clerk and Treasurer, Tiverton Almshouse Trust, and Councillor Stanley from Mid Devon District Council attended and spoke on behalf of the scheme.

It was MOVED by Councillor Radford, SECONDED by Councillor Colthorpe and

RESOLVED that the Cabinet Member for Social Care, Councillor Barker,

(a) be encouraged to engage closely with the Alexandra Lodge Extra Care Housing proposal, to conclude and sign the Framework Agreement as soon as possible and to effect a release of funds before the end of March 2012 to allow a suitable scheme to be planned and costed and commenced as soon as is practicable;

(b) be invited to receive a deputation from County and District Members (including the local County Member for the site) and representatives of the Tiverton Almshouse Trust in relation to this important proposal.

The Committee noted that the next ordinary meeting was due to be held on Monday 12 March 2012 at 2pm.
