*3 Minutes

RESOLVED that the minutes of the meetings held on 16 March and 28 July 2009 be signed as correct records.

*4. Role and Responsibilities of County Committees

Referring to the Terms of Reference of the Committee from the County Council s Constitution which was attached to the agenda, Members discussed the need to raise issues of importance to Mid Devon and highlighted the following areas of interest:-

Reorganisation of Old People s Homes

Property Plans

Shared Services

Carbon Emissions and Schools

Mr Patch, Cluster Manager, Adult and Community Services advised Members that there would be a report to the next meeting of this Committee on Externalisation of Services.

*5. Mid Devon LSP Update New Community Strategy

The County Community Strategy Officer reminded Members that Councillor Lee was this Committee s representative and the Mid Devon LSP was rewriting the Community Strategy which was now 3 years old. Public consultation was ongoing and the County Community Strategy Officer hoped to be able to bring those consultation documents to the next meeting. Councillor Hannon felt that the Chairman of the LSP should be invited to this Committee to explain the work of the LSP and show Members some identifiable results.

*6 Advisory Member on Involve's Management Board

The County Community Strategy Officer felt that the Management Board of Involve could benefit from some elected Member input and enquired whether anyone on the Committee would be prepared to serve.

RESOLVED that Councillor Colthorpe serve on the Board for 12 months and report back on its effectiveness.

*7 Mid Devon County Committee Locality Budget for Financial Year 2009/10

Confirmation of Spending Proposals and Spend to Date

The Committee considered the report of the County Community Strategy Officer (EEC/09/207/HQ - text only | pdf EEC/09/207/HQ) setting out the position regarding expenditure by Members on local projects including new spending proposals for approval in Table 1 and a separate sheet showing additional items which was distributed to members at the meeting.

RESOLVED

(a) that the new spending proposals set out in the report, including those agreed by the Chair/Vice Chair, be approved;

(b) that the following decisions be made in respect of allocations from the Locality Budgets:-

(i) Tiverton Town Council Councillor Hannon to allocate 500 for electrical wiring and sockets for Xmas lighting;

(ii) Cheriton Fitzpaine Playgroup Councillor Lee to allocate 300 to assist with extra sessions for toddler group;

(iii) Age Concern Tiverton Councillor Hannon to allocate 500 to assist with renovation work on Therapy Centre in Broad Lane;

(iv) Thorverton School Rugby team - Councillor Lee to allocate 300 for purchase of rugby kit

(b) that the current budget position for 2009/10 be noted

*8 Building Schools for the Future

The Committee noted that the CYPS Directorate was unable to field an appropriate officer for this meeting but that Mr Vic Ebdon, Head of Strategic Planning - Building Schools for the Future Programme Director, would be able to brief Members at our next meeting in December.

*9 Forward Planning for Future Agendas

The County Community Strategy Officer reported on possible topics for future agendas including reducing carbon emissions in schools and a review of DCC property holdings in Mid Devon as suggested by Councillor Radford. Other suggestions included receiving the report emanating from the Joint Scrutiny Task Group on Carbon Trading and Schools and a briefing from the Working Party on the Taunton/Exeter Commuter Rail Line.

*10 Next Meeting

The Committee noted that future meetings were due to be held on 15 December 2009 and 15 March 2010.
