*78 Election of Chairman and Vice-Chairman

RESOLVED that Councillor Hannon and Councillor Way be elected Chairman and Vice-Chairman respectively for the ensuing year.

*79 Minutes

RESOLVED that the minutes of the meeting held on 17 October 2011 be signed at the next meeting.

*80 Petitions

(a) Shobrooke Village

The Neighbourhood Highway Manager reported that a petition had been presented to Cabinet on 13 June 2012 organised by the Parish Council and residents of Shobrooke containing 192 signatures seeking the adoption of road safety measures and traffic calming. The Cabinet Member for Highways and Transport or the relevant Head of Service had been asked to respond direct to the petitioner on the issues raised.

(b) Mill Street, Crediton

The Neighbourhood Highway Manager reported that a petition had been presented to officers seeking pedestrian access via a walkway along Mill Street. The local Member, Councillor Way, explained the issues surrounding the petition and officers agreed to present a report to the next meeting setting out a broad outline and a ball-park estimated cost of a scheme to provide pedestrian access.

*81 Summary of Traffic Management and Parking Issues in Cullompton (Minute *70)

The Committee received a presentation by the Head of Planning, Transportation and Environment on the impact of Millennium Way on traffic flows in Cullompton and the 5 traffic management options to ameliorate congestion. The presentation set out the benefits and disadvantages of each option. The local Member, Councillor Berry, gave his views on the feasibility of some of the options and suggested that a parking ban during morning and evening rush hour should be considered for the centre of Cullompton.

Members accepted the presentation and noted the timetable culminating in the scheme implementation for spring 2013.

*82 Update on the Cullompton Eastern Distributor Road and Junction 28 with the M5

The Committee received a presentation by the Head of Planning, Transportation and Environment on (a) minor changes to Junction 28 to double the stacking capacity on the slip road and (b) work to be undertaken with the Environment Agency and community consultation with a view to creating an alternative route to Fore Street and High Street. Members asked questions about when the new Eastern Distributor Road scheme would be built and where the funding would be likely to come from.

*83 Parking and Access Issues at the Exit to Copplestone Methodist Church and Community Rooms

The Committee noted that in accordance with Standing Orders Councillor Nick Way had asked that the possible removal of the Copplestone parking bay be considered at this meeting (Minute *73 refers). Councillor Way reported that, following discussions with the church, residents and the parish council, the action taken to restrict parking by removal of the parking bay adjacent to the church had been effective. The Committee welcomed this good news.

The Committee agreed the following items for consideration at future meetings:-

2. Progress report on Tiverton cycle paths

3. Dealing with overhanging trees

4. Control of hedges and verges in the interests of safety

5. Winter resilience
