*64 Minutes

RESOLVED that the minutes of the meeting held on 17 October 2011 be signed as a correct record.

*65 Parades and Road Closures

(An item taken under Section 100B(4) of the Local Government Act 1972)

The Chairman had decided that at the request of Councillor Wilson the Committee should consider this item as a matter of urgency to deal with a potentially serious problem.

Councillor Wilson expressed concern about the fact that in respect of temporary road closures to allow an event to take place, the Police were no longer willing to become involved and event organisers had been referred to Devon County Council. The Neighbourhood Highway Manager explained the background and that the County Council did not operate under the same legislation as the Police. DfT approval was required for more than three Temporary Traffic Restriction Order per year on a length of road. Approval was nearly always forthcoming although the DfT required 3 months notice.

It was MOVED by Councillor Lee, SECONDED by Councillor Wilson and

RESOLVED that a letter be sent from this Committee to Councillor Stuart Hughes, Cabinet Member for Highways and Transportation, asking that, in the light of the many street events likely to be organised as part of the Queen s Diamond Jubilee celebrations Cabinet lobby Government and the Police to streamline the procedure for temporary street closures.

*66 Devon and Torbay Local Transport Plan 2011 to 2026: Proposed Programme 2012/13 to 2014/15 for Devon

The Committee considered the joint Report of the Head of Planning, Transportation and Environment and Head of Highways and Traffic Management (PTE/12/18 - text only | pdf PTE/12/18) summarising the proposed programme for the Local Transport Plan Integrated Transport Block and corporate funding over the next three years in the Mid Devon area.

Members asked questions in relation to Bridge Assessment and Strengthening schemes and sought clarification regarding the Market and Coastal Towns Rural Foundation Minor Schemes in their areas.

It was MOVED by Councillor Lee, SECONDED by Councillor Berry and

RESOLVED that the Committee notes the funding provisions which have been included in report PTE/11/36 - text only | pdf PTE/11/36 which was agreed by Cabinet on 14 December 2011.

*67 Devon and Torbay Local Transport Plan 2011-26: Implementation Plan for Devon C769 South View Road, Willand, Proposed Footbridge Scheme for Formal Approval

The Neighbourhood Highway Group Manager reported that the funding for this scheme is in place and that, as the scheme was over 250,000, the scheme would be going to Cabinet for approval. Members agreed that the Committee supported this scheme.

*68 Crediton Link Road: Traffic Impacts

(Councillors Lee and Way declared personal interests in this item by virtue of being known to a house owner affected by the scheme and being a local Member and on the Mid Devon District Council respectively)

The Committee received the report of the Head of Highways and Traffic Management (HTM/12/17 - text only | pdf HTM/12/17) based upon the conclusions within the detailed Transport Assessment and provided a summary of the predicted traffic impact of the scheme upon Crediton. The Neighbourhood Highway Manager handed out two plans which illustrated the modelled traffic flows showing the effect of the Link Road in 2014 and 2026.

It was MOVED by Councillor Lee, SECONDED by Councillor Berry and

RESOLVED that the effects of the proposed Crediton Industrial Link Road be noted and welcomed but that officers be urged to give consideration to mitigating the problems identified by Members in Marsh Lane and at the bottom of Jockey Hill.

*69 Update on the Uffculme Footway Link scheme

The Neighbourhood Highway Manager reiterated the issues surrounding this footway link scheme (see Minute *53(d) of the last meeting) and said that resources were not available to review or design the scheme this year but funding may become available in 2012/13. Members again discussed the issues surrounding the Parish Council s reluctance to identify what kind of scheme they would like to see implemented. It was agreed that until the local Member and Parish Council had confirmed what the local community wanted, no further action be taken.

*70 Summary of Traffic Management and Parking Issues in Cullompton

The Neighbourhood Highway Manager summarised and commented on the traffic management and parking issues in Cullompton which included:

managing pedestrian movements at the Station Road/Higher Street junction;

restricting times of loading and unloading;

upgrading of pedestrian crossing was not justified;

weight limit on the High Street was not sustainable;

consideration of a one way system in Cullompton to be deferred until the Eastern Distributor Route came into effect;

access to Willowbank Primary school.

Members asked questions in relation Knowle Lane traffic management and enforcement of no parking at peak times in Cullompton, and requested that the traffic management options related to the Knowle Lane development be revisited and a report be brought to next meeting of this committee

*71 20mph Speed Limit on Exeter Road, Crediton

The Neighbourhood Highway Manager reported on officer investigation of a requested 20mph speed limit on Exeter Road, Crediton following a petition handed in by Councillor Way. He quoted from a letter saying that due to the nature of the road it did not qualify for such a speed limit and that relatively low speeds had been recorded at the location. However, a sign warning of elderly people crossing would be erected at a suitable location as requested by Councillor Way.

*72 Actions Taken Under Delegated Powers

The Committee received the report of the Head of Highways and Traffic Management (HTM/12/18 - text only | pdf HTM/12/18) detailing the actions taken under Delegated Powers since the last meeting and, where appropriate, in consultation with the Chairman and Local Members. Action had been taken to seal the traffic regulation order relating to Broad Lane and Tumbling Fields, Tiverton.

*73 Parking and Access Issues at the Exit to Copplestone Methodist Church and Community Rooms

The Committee noted that in accordance with Standing Order 23(2), Councillor Wilson had requested that the Committee consider this item.

Mid Devon District Councillor Coren attended and spoke to this item with the consent of the Committee. He distributed 3 photos of traffic emerging from the Church and a list of events during the week when the car park was required and proposed that the car parking bay adjacent to the entrance should be removed. Members discussed what would happen as a consequence of losing the parking bay, the objections that would be received to the Traffic Order and the proximity of a public car park.

Officers agreed to look at the possibility of removing the bay and report back to a future meeting.

*74 Update on Pay and Display parking

The Committee noted that in accordance with Standing Order 23(2) Councillor Way had requested that this item be placed on the agenda.

The Neighbourhood Highway Manager advised Members that he had spoken to the Traffic Management Team and that there were no immediate proposals to introduce pay and display parking in towns in Mid Devon

*75 Update on Crediton s High Street Part-Time Loading Bays

The Committee noted that in accordance with Standing Order 23(2) Councillor Way had requested that this item be placed on the agenda.

The Neighbourhood Highway Manager advised Members that he had been in contact with the DfT who confirmed that a Loading Bay legend on the road surface of the bay would not be acceptable.
