4. Devon Joint Health and Wellbeing Strategy: Priorities and Outcomes Monitoring

Report of the Director of Public Health, which reviews progress against the overarching priorities identified in the Joint Health and Wellbeing Strategy for Devon 2013-2016, attached at (page 13).

5. Theme Based Report Strong and Supportive Communities

(2.20pm)

Report of the Director of Public Health on the theme of Strong and Supportive Communities , as outlined as a priority in the Joint Health and Wellbeing Strategy. The Board are asked to consider the public, service user and carer perspective, attached at (page 17).

The Board will also receive a presentation on the Health and Inequalities from Mr White (Public Health Specialist)

A further presentation will be received from Ms Dolley (Exeter City Council) on the impacts of housing on health. A supporting background paper is attached at (page 21)

6. Childrens Safeguarding Annual Report

The Head of the Childrens Safeguarding Board will present the annual report for 2014/2015. The Board is being asked to note the report, which can be found at http://www.devonsafeguardingchildren.org/library/board-docs/

7. Child Sexual Exploitation Multi-Agency Working

A report of the Chair of the Childrens Safeguarding Board giving an update on the multi-agency work in relation to Child Sexual Exploitation. The Board is being asked to note the report, attached at (page 33)

8. Joint Commissioning in Devon, the Better Care Fund and Governance Arrangements

(3.20pm)

Joint report of the Head of Social Care Commissioning and Managing Director Partnerships (NEW Devon CCG) on the BCF, Quarter Return, Performance Report and Performance Summary. The Board is being asked to give delegated approval to the Chairman to sign off the BCF return due on 29th November 2015. The report is attached at (page 38).

9. Care Act

Report of the Head of Social Care Commissioning, which outlines the progress to date with the Care Act 2014 programme and the readiness of Devon County Council for the new Care Act duties, attached at (page 43)

10. Joint Commissioning Strategies (Dementia / Carers / Mental Health / Learning Disability) Action Plans / Annual Report

A Joint report of the Head of Social Care Commissioning and Managing Director Partnerships (NEW Devon CCG) Director of Commissioning (South Devon Torbay CCG), giving an update on the implementation of the strategies. The reports detail the major achievements and areas for further action, attached at (page 47).

11. Joint Commissioning Strategy - Prevention (Minute 169)

A Joint report of the Head of Social Care Commissioning and Managing Director Partnerships (NEW Devon CCG) Director of Commissioning (South Devon Torbay CCG), on the progress taken to develop the implementation of the Joint Commissioning for Prevention Strategy, attached at (page 74).

12. CAMHS Transformation Plans

The Board are also asked to endorse the Chairs recent delegated decision to sign off the CAMHS Transformation Plans of both South Devon and Torbay CCG and NEW Devon CCG, as was agreed at the last Board meeting (Minute 187(a) and 187(b)).

Whilst Members considered these plans in detail at the last meeting, for completeness, a copy of the final plans are attached separately (please note that due to the size of the documentation, some appendices have been removed).

13. Adults Safeguarding Annual Report

The Head of the Adults Safeguarding Board will present their Annual Report for 2014/2015. The Board is being asked to note and endorse the report, which can be found at https://new.devon.gov.uk/devonsafeguardingadultsboard/safeguarding-adults-board-information

14. NEW Devon CCG Personal Medical Services

A report of NEW Devon CCG on the progress with the NHS England requirement for a review of Personal Medical Services contracts. The Board is being asked to note the progress to date, attached at (page 79)

15. South Devon Torbay CCG Progress Update

A report of South Devon Torbay Clinical Commissioning Group (CCG) giving a progress update on Integrated Care Organisation relationships / collaboration, Vanguard, Pioneer Project, Primary Care Co-Commissioning and Future Models of Care, attached at (page 111)

16. Cranbrook Health Wellbeing Strategy

(4.50pm)

Presentation by Jenny McNeil (Delivery Directorate, Northern, Eastern and Western Devon Clinical Commissioning Group) on the Cranbrook Health and Wellbeing Strategy.

The Board is required to consider the contents of the presentation and agree that the Chair of Board is given delegated authority to approve the outline plan, in order to meet master planning timescales.
