4. Devon Joint Health and Wellbeing Strategy: Priorities and Outcomes Monitoring

Report of the Director of Public Health, which reviews progress against the overarching priorities identified in the Joint Health and Wellbeing Strategy for Devon 2013-2016, attached at (page 12).

5. Theme Based Report - Good Health and Wellbeing in Older Age

Report of the Director of Public Health on the theme of Health and Wellbeing in Older Age , as outlined as a priority in the Joint Health and Wellbeing Strategy. The Board are asked to consider the public, service user and carer perspective, attached at (page 16).

6. Joint Commissioning in Devon, the Better Care Fund and Governance Arrangements

Joint report of the Head of Social Care Commissioning, Managing Director Partnerships (NEW Devon CCG) and the Director of Commissioning (South Devon and Torbay CCG), on the BCF 2015/16 First Quarter Return, Performance Report and Performance Summary, attached at (page 21).

The Board are also asked to endorse the Chairs recent delegated decision to sign off the latest data validation return for Better Care Fund (Min 168b).

In signing off the return the Board agreed to the use of NHS Monthly Activity Report (known as MAR), that no Quarter 4 payment was due, that no Quarter 4 Payment was made and the difference between the CCG Operational Plans including QIPP savings and the BCF Performance Target was less than 2% and, as such, national guidance states that the original BCF performance target of 3.5% is not changed.

7. Annual Health Protection report 2014-2015

Report of the Director of Public Health, which provides a summary of the assurance functions of the Health Protection Committee and also the actions taken in relation to the programme of health protection work priorities for 2014 to 2015, attached at (page 28)

8. Adults Safeguarding - Vulnerable Adults Mental Health Crisis Care (Thematic Review)

A report of the Head of the Adults Safeguarding Board (ACS/15/04) on the above themed review to consider multi agency working and the quality of Mental Health crisis care for adults in Devon. The Board is being asked to note the report, attached at (page 54)

9. Transformation Plans (CAMHS)

(a) Report of the South Devon and Torbay CCG. The Board are being asked to support the priorities outlined in the report which form the South Devon element of the plan for Transforming CAMHS Services in South Devon, attached at (page 60).

(b) Report of the NEW Devon CCG on the CAMHS Transformation Plan including planning requirements, including assurance processes, scope, design features and resource framework and local processes. The Board is being asked to consider the planning process and agree an approach for sign off for the CAMHS Transformation Plan prior to submission to NHS England for assurance purposes, attached at (page 64).

10. NEW Devon CCG Update including Transforming Community Services

14. Briefing Papers, Updates Matters for Information

(4.10pm)

Items of interest, including research reports, policy documents, details of national / regional meetings, events, consultations, campaigns and other correspondence which have come to the attention of the Health and Wellbeing Support Officers are listed below;

(a) A briefing note sent to the Chair regarding the All the Moor Butterflies project, on Dartmoor, by Butterfly Conservation. The note highlights the links between the project and the Health and Wellbeing Strategy, identifies the Board as a potential consultee for the work and hopes to make links with appropriate personnel to consider the wider social benefits;

(b) A letter from Torridge District Council's External Overview Scrutiny Committee meeting (Page 79) which included a recent resolution from that Committee to contact all those involved in providing the 'care closer to home' service including third sector and other providers; to seek assurance that the 'care' element be put in place as a complete health care package; and to recommend that all sections of care and health providers work closely together to provide a holistic integrated seamless service .

If Board Members wish to raise anything specific on these matters, they are asked to advise the Clerk prior to the meeting.
