9. Health Wellbeing Scrutiny Committee Work Programme

In accordance with the previous practice, Scrutiny Committees are requested to review the list of forthcoming business (previously circulated) and to determine which items are to be included in the Work Programme. The Work Programme is also available on the Council's website at http://www.devon.gov.uk/scrutiny_programme.htm

The Committee may also wish to review the content of the Cabinet Forward Plan (available at http://new.devon.gov.uk/democracy/how-the-council-works/forward-plan/) to see if there are any specific items therein it might wish to explore further.

The Committee is also asked to consider arrangements for the East Devon TCS Task Group/Spotlight Review (Minute 100 refers).

MATTERS FOR INFORMATION

10. Information Previously Circulated

Below is a list of information previously circulated for members, since the last meeting, relating to topical Health and Wellbeing developments and including matters which have been or are currently being considered by this Scrutiny Committee:

(a) Publication by the LGA on shared principles for redesigning the local health and care landscape;

(b) the draft NHS England Patient Public Participation Policy and Draft Statement of Arrangements and Guidance for Involving the Public in Commissioning which was open for consultation until the end of October.

(c) Care Quality Commission inspection of acute and community services in Devon and engagement to find out about people s experiences of services provided by the Royal Devon and Exeter NHS Foundation Trust.

(d) NDHT press release of 6 October 2015 on delivering safe and effective care within the budget.

(e) Devolution of specialist wheelchairs and neurology outpatient services: transfer of commissioning responsibility from NHS England to clinical commissioning groups (CCGs) for the following services for 2015/16: Adult specialist neurosciences services, except where these have been referred by a consultant; and Specialist services to support patients with complex physical disabilities (all ages) wheelchair services.

(f) Letter to the Chairman from the NDHT in response to the Committee s resolution asking the Trust to halt its consultation over community hospital beds to enable the opportunity for NEW CCG and NDHT to provide the Northern Devon community with a jointly agreed consultation platform.

(g) A publication from the centre for public scrutiny looking at men s health: Men Behaving Badly: Ten Questions For Scrutiny.
